Research On The Optimization Of The Process And Platform Of Internet+ Government Services “One Network Office” In Hebei Province

The era of "Internet + government services" has arrived,with the rapid development of China’s Internet and information technology,and the Informatization has become an important construction goal of our economic and social development.After proposing the concept of "Internet +",the Council has deployed and researched for many times and issued a series of important documents to promote the development of the Internet + government service "one network" and deepen the reform of"decentralization,management and service".Nevertheless,there are still many problems in the Internet + government service "one network",such as insufficient centralized management in the government service platform construction,insufficient uniformity in the government affairs standards,insufficient data sharing and business coordination.Therefore,it is the inevitable requirements of the Internet + government service "one network"to promote the reform of "decentralization ” in-depth,and establish a unified national online government service platformBased on this background,a questionnaire was designed to survey the people and business personnel who come to the government service center to do business,in order to explore the problems that occurred in the process of "one network operation" of Internet + government services in Hebei Province.At the same time,as an effective supplement to the questionnaire survey,this article conducted interviews with staff in the lobby of the Hebei Provincial Government Service Center and the staff in the business department of the Hebei Provincial Government Service Center,and got their views on the Internet + government service in Hebei Province.Then we found four issues as below,tlow awareness rates of service platforms,low user satisfaction,imperfect service platform functions,poor user experience,and online services.Insufficient integration of online and offline,low overall efficiency,imperfect legal system,and imperfect regulatory system,through the data obtained from the interviews and the analysis of the results of the questionnaire survey the implementation of the“One Internet Service” of Hebei Province’s government services,Then we make analysis on the reasons for these problems,combining with the status quo of Hebei Province’s Internet + government service “one network”,,including insufficient government propaganda,insufficient top-level design of government services,online and offline platforms working independently,and lagging legal construction.Based on the above-mentioned problems and analysis of causes,some corresponding optimization measures are proposed,including increasing publicity,raising service awareness,improving top-level design,integrating work processes,improving the functions of the "Internet + government service" platform,realizing data sharing,and improving system construction,Improve the supervision system.It is hoped that it will promote the construction of service-oriented government,smart government,and efficient government in Hebei Province.At the same time,it could be used as a reference for improving the efficiency of government service departments and enhancing people’s support for the government.
