Research On The Governance Of Internet Public Opinion Involved In Prisons

The Internet has been widely popularized in China.The emergence of new media formats such as "we media" and "convergence media" and so forth has also accelerated the dissemination of information.Online public opinion is becoming an important force influencing public decision-making and national political trend.As the state public organ of the execution of criminal punishments and the last link in the judicial chain,prisons have always been the focus of the public and the media.Online public opinion related to prisons is not only connected with the reputation and image,the credibility in law enforcement and the normal order of prisons,but also a matter of the judicial justice,people’s belief in the rule of law and the authority of the legal institution,and even the safety and stability of the country and society.However,bounded by the special nature of the work,there are still many shortcomings in the process of the prison authorities’governing online public opinion.Under the new situation,how to fully grasp and control the internal mechanism of online public opinion related to prisons and construct effective and feasible governance strategies become an important part to test the political wisdom and law enforcement ability of prison workers in the new era.This research aims to further enrich the theoretical system and promote the innovation of the governance paradigm of online public opinion related to prisons in theory,and further enhance the capacity of coping with online public opinion of the prison authorities and improve their online public opinion governance mechanism in practice.This research is mainly divided into five parts:introduction,theoretical basis,current situation of governance,the causes of the problems and countermeasures.Firstly,it combed and reviewed the online public opinion,the prisons-related online public opinion and others at home and abroad.Secondly,it defined the core concepts and differentiated involved confusing concepts of prisons-related online public opinion,and analyzed the constitution of the four dimensions of the subjects,objects,carriers and ontology,illustrated the characteristics of its polyphyly,dissipation,susceptibility and negativity,discussed the theoretical basis and applicable value of this research.Thirdly,this research stated the main exploration on the governance of online public opinion related to prisons,then taking cases of criminal escape from the third prison of Lingyuan in Liaoning province and hooking up and scamming by mobile phone in Heilongjiang Nehe prison as examples,it explained the development law of online public opinion related to prisons and also deepened its theoretical basis through many parts simultaneously,including the review of the case,the evolvement path,the direction of its public opinion,the communication carriers,the discourse tendency and the like.Based on the horizontal and vertical analysis and comparison of the two cases,this research generalized and summarized the problems existing in the governance of online public opinion related to prisons in the prison authorities at present,such as single information channel,slow response to disposal,improper guidance,low level of copywriting,inadequate actions taken in the aftermath,etc.Next,it revealed to the underlying factors with emphasis on the prisons,the media,the netizen and the environment.Finally,this research put forward several countermeasures,for instance,renewing thoughts and ideas,improving safeguard mechanism,strengthening the news propaganda,perfecting the governance mechanism of the public opinion,intensifying the internal management of prisons and fostering the endogenous order and so on.
