Research On The Governance Countermeasures Of Network Public Opinion Of The Public Emergency In Jilin Province

Chairman Xi Jin ping proposed in the report of the 19 th CPC National Congress:“In order to create a clear network space,we should put a new premium on constructing and innovating the news dissemination,improving the value of news,working hard on the power of communication,guidance,influence,and credibility,strengthening the content construction of the Internet,and establishing the comprehensive management system for the Internet.”During China's social and economic transition period,the highlight of contradictions within the society leads to frequent public emergencies,which form the network public opinion through magnification of the Internet.On the one hand,the citizens can better express their opinions through the Internet and participate in the discussion of events,which opens a new way for the government to listen to network public opinion;On the other hand,the government will face a more severe network crisis of public emergency than ever before.Therefore,the guidance and management of network public opinion on public emergency has gradually become an important administrative content for government in the process of handling public emergencies.This thesis summarizes the advantage and concussion of network public opinion of the public emergency on government governance.The advantage includes to improve the efficiency of government administration,to guide citizens to participate in network politics,and to perfect the legal system,and so on.But at the same time,network public opinion of the public emergency has also caused a great concussion on the government,such as endangering the public management order,affecting social stability and damaging the credibility of the government.Therefore,guiding the direction of public opinion correctly and obtaining the victory of public opinion are the important things to improve the credibility and ruling ability of the government at this stage.Governance in Jilin Province has experienced the initial stage to the development stage and formulated a series of laws and regulations and related plans.However,the analyses of events that occurred in Jilin Province in recent years,such as “flood relief event in Yongji County”,“drug feeding incident in kindergarten” and “304 car theft and infanticide incident” found that all citizens were involved and “new media” began to flourish due to the convenience of information share.However,the asymmetric information and irrational dissemination made the public opinion of mainstream media fallinto the passive whirlpool.There is a relative lag in the disclosure of emergency information of the network public opinion in Jilin Province.Besides,there are some other problems,for instance,insufficient guidance capacity of public opinion of mainstream media;lack of public opinion guidance in the mainstream media;lack of early warning mechanisms and absence of network supervision responsibilities and weak consciousness of network public opinion of the administrators and so on.In view of the problems existing in the network public opinion of public emergency in Jilin Province,this thesis puts forward the countermeasures and suggestions for the network public opinion of the sudden public events in Jilin Province.First of all,set up the concept of prevention,and adhere to the principle of information disclosure;Secondly,integrate the advantages of network media and traditional media,and guide the initiative of public opinion.Third,adhere to the governance mechanism with hard and soft tactics,and strengthen the supervision of network public opinion;Finally,improve the degree of attention to network public opinion,and construct a professional team.
