In the report of the 19 th National Congress of the Party,it was emphasized that it is necessary to improve the cadre assessment system and strive to build a professional high-quality cadre team.Strengthening the performance appraisal work of the basic cadres is not only closely related to the improvement of the quality of the basic cadres,but also an inevitable requirement for the effective development of the work of the overall government agencies.How to effectively improve the effectiveness of the basic cadres and organizations in light of the particularity of the work of the grass-roots civil servants is an important issue in the current government management and public sector human resources management.Taking the status quo of performance appraisal of C units as the research object,this paper discusses the shortcomings and causes of the current performance appraisal system by means of questionnaire and comparative analysis.The author puts forward some suggestions to optimize the content,method and procedure of C unit performance assessment,and make up the defects of the current unit assessment.The article is divided into six parts,namely: introduction,expounding the background and significance of this article,and expounding the ideas,methods and framework of this article on the basis of summarizing the research situation at home and abroad;Summarize the relevant basic theories and several common assessment methods;This paper introduces the basic organizational structure,human resources and the status quo of cadre performance evaluation in C unit,and analyzes the causes of the problems found through the investigation of cadre assessment status and satisfaction.Put forward the optimal countermeasure of cadre performance appraisal,raise the scientific level of C unit cadre performance appraisal work;Set up the relevant safeguard system to ensure the smooth implementation of the optimized assessment design.Finally,make a conclusion and look forward to the future research.The basic cadres are the basic force of the C unit and play an important role in the development of the entire department.They are the key to ensure the successful completion of the target tasks.We will further improve the methods for evaluating cadres 'performance,so that the procedures and methods of assessment are more scientific,the contents and standards of the assessment are more targeted,and the results of the assessment are used more rationally,so as to better motivate,restrain and guide cadres.It can further promote the development of the transformation of villages in Weiyang District and contribute to the economic development of Weiyang District.Through this article,we hope to contribute a meager contribution to the performance evaluation of C units at the level of departments and below the level of departments,and also provide some references for other similar units in Weiyang District.
