In the new era,the Party and the masses put forward higher requirements for the construction of grassroots service-oriented government.The performance evaluation of township leading cadres can improve the overall quality of township cadres and promote the grass-roots government to provide high-quality public services.Therefore,the establishment of a set of scientific and reasonable performance evaluation system of township leading cadres is beneficial to stimulate the work enthusiasm of township leading cadres,improve the management efficiency of the grass-roots government,and promote the development of rural economy and society.However,the complexity and particularity of township work make it more difficult to carry out the performance appraisal of township leading cadres.Therefore,it is a complicated process to perfect the performance appraisal system of township leading cadres,which needs to be explored in practice.This paper takes the performance appraisal of the leading cadres in J county as the research object.This paper defines the core concepts of performance appraisal of township leaders,and conducts an in-depth study on the current situation of performance appraisal of township leaders in J County through questionnaire survey and in-depth interview based on performance appraisal theory,management by objectives theory,contingency theory,incentive theory and other relevant theories.The problems existing in the performance appraisal are summarized as unclear assessment objectives,assessment content is not specific,the assessment subject is not comprehensive,the usual assessment is unreasonable,the application of assessment results is weakened and so on.This paper analyzes the reasons from four aspects: the leading cadres of township do not pay enough attention to performance appraisal,the work performance is difficult to quantify,the reasonable performance appraisal system has not been established and the supporting system of performance appraisal is not perfect.Finally,the analytic hierarchy process(AHP)is applied to assign different weights and scores to the performance appraisal of the leading cadres in J county in five aspects: morality,ability,attendance,performance and integrity.The performance appraisal system is optimized through data analysis,and the safeguard measures of performance appraisal are improved from three aspects: system,organization and publicity.
