In recent years,with the concept of service-oriented government being widely recognized,local governments have also changed the current working mode of performance management and accelerated the development of performance management work.Because the township government directly faces the grass-roots level,its governance and service ability are directly related to the overall image of the government in the eyes of the people.Therefore,studying the performance management of township governments can help to study the effectiveness of local governments in the process of providing services and performing social public affairs.As the important backbone of the development of small towns,the service quality level of rural grassroots workers is also directly related to the local development,the implementation of policies and the economic and social service work,which reflects the social credibility of the government,especially the local government.Therefore,the performance and operation ability of the township government department personnel should be assessed.This paper takes the government units of N County and T town as the main research objective.On the basis of consulting a large number of theoretical and practical achievements and relevant research methods in the field of cadre performance appraisal and evaluation system at home and abroad,the paper summarizes the performance appraisal practices of the leaders of units of N county and T town from the perspectives of assessment and evaluation process,achievement recognition,organization and implementation.Through investigation and on-site interviews,the paper analyzes the implementation of performance appraisal and evaluation of cadres in T town,N County,and finds that there are mainly unfair evaluation indicators,asymmetric information,poor results,inconsistent standards and problems of cadres themselves.The reasons are mainly reflected in the wrong idea of the test,the test implementation has discounts,the relevant laws and regulations system is not perfect,the test law enforcement staff practical operation experience is insufficient,the particularity of the township task.And from three angles,put forward specific measures to improve the performance appraisal work of N county and T town leaders.On the basis of improving the basic theory and basic methods,set up the correct idea of performance management,improve the evaluation standards and weights,expand the scope of evaluation,strengthen the evaluation work in peacetime,improve the evaluation methods and procedures and strengthen the legislative guarantee and management institution construction,further realize the development of the party in N county T town,promote the high quality of economic growth...
