With the economic globalization,the rapid development of international trade,the world has increasingly high demand for product quality,health,environmental protection.There will be a huge space for development the inspection market.In order to promote the development of productive forces,improve the market competitiveness,inspection and quarantine institutions must improve the management level of performance management as a new type.In recent years,the inspection and quarantine institutions valued performance management,and initially formed a relatively complete system of performance appraisal.In order to optimize the basic level inspection and quarantine institutions performance appraisal,this paper carried out the research on the Guangming New District Office the performance appraisal practice,analyzes the 3 aspects of the existing problems: performance appraisal as a mere formality;assessment is difficult;application results useless;analyzed the causes of these problems;made some suggestions on the optimization of basic level inspection and quarantine institutions performance appraisal system: one is to strengthen the evaluation of performance leadership,including the leadership of the unified performance management thoughts,strengthen communication performance,construct performance executive culture;two is to continue to promote the performance management,including evaluation team building,combine with quality management system assessment,application of information technology;the three is to strengthen the analysis and rectification by incentives action,including analysis and rectification of the appraisal result and application a variety of incentives.
