Research On The Disaster Prevention, Mitigation And Relief Ability Of Beichuan County Community

The CPC central committee and The state council on December 19,2016,issued and implemented the " Opinions of the CPC central committee and The state council on promoting the reform of systems and mechanisms for disaster prevention,reduction and relief " pointed out: We will strengthen coordination of resources and powers for disaster reduction at the community level,further create comprehensive disaster reduction demonstration community,develop the whole country comprehensive disaster reduction demonstration county(city,district,flag)to create a pilot.We will regularly carry out publicity and education activities on disaster prevention and reduction in communities,and organize residents to carry out emergency rescue skills training and escape drills,so as to enhance their awareness of risk prevention and enhance their skills in emergency rescue and mutual aid.Community is not only the front line of emergency response,but also the bottom of the national emergency management system.It is not only the disaster body of all kinds of disasters,but also the main body of disaster prevention and relief.Although the community is at the grass-roots level in disaster prevention,reduction and relief capacity,its response to disasters is the most direct and effective,and the effect is very obvious.Therefore,it is of great theoretical and practical significance to study the disaster relief ability of community.Beichuan county is the worst-hit areas in the 5.12 Wenchuan earthquake,the ethnic minority areas,the old revolutionary base areas,Qinba mountain contiguous areas of extreme poverty and the outlying mountainous areas.In the 5.12 Wenchuan earthquake,Beichuan county suffered heavy casualties,with 15645 people dead,4300 missing and 26916 injured.Beichuan county was almost flattened,because there was almost no leveling ground suitable for reconstruction in the original county.Beichuan county is also the only county to carry out reconstruction on different sites after the 5.12 Wenchuan earthquake.Beichuan county covers an area of 3084 square kilometers.It is located on an earthquake fault zone and almost the whole county is mountainous.Earthquakes,rainstorms,landslides,floods,mudslides and other natural disasters occur frequently.A total population of 240000,the population density is small,but highly gathered in villages and towns and village community,and most communities in Beichuan county is located in the mountains,far from the county town,villages and towns,roads are interrupted by disasters,the existing rescue forces,such as fire,public security,public health is difficult to reach disaster scene in the first time,so the disaster prevention and mitigation of the community disaster relief ability put forward higher requirements.Based on this,this article on the current research on community disaster prevention disaster reduction and relief work,on the basis of community in Beichuan county as the research object,using methods such as field visits,random interviews and literature,analysis and summary Beichuan county community disaster prevention disaster reduction and relief work of the outstanding advantages and disadvantages,and analyzes the reasons and puts forward the relevant countermeasures and suggestions.This paper is divided into six parts:Part one,introduction.This part expounds the background,purpose and significance of the research,domestic related research and review,and introduces the research content and methods.Part two,related concepts and theories.Including the definition of related concepts,the introduction of relevant theories.Part three,Beichuan county community disaster prevention and reduction capacity analysis.Including the introduction of main methods and typical case analysis.Part four,Beichuan county community disaster prevention and relief capacity problems and reasons.Based on the field investigation and relevant theories,this part analyzes the problems and causes of the community disaster prevention and relief capability in Beichuan county.Part five,community disaster prevention and reduction capacity building countermeasures.Put forward the countermeasures and suggestions of building community disaster prevention and relief capacity.Part six,conclusion.Draw general conclusions based on the above contents and prospects the follow-up research.
