Study On Stratedies Of Disaster Prevention And Reduction In Guangxi Cities From The Perspective Of Resilience

Distribution in the facilities,expanding of the space,large concentration of population,economic structure and social organization of increasingly complicated and diversified development trend is the main characteristic of modern city,and natural disasters,public health events such as city facing disasters and its characteristics is complex,chain,which makes when disaster comes,city as an open system has a great fragility,its performance for the uncertainty,diversity,complexity of disasters,and the consequences of increasingly significant.The occurrence of disasters has its own objective laws,and it is difficult to completely avoid and predict,so the traditional ways and strategies of disaster prevention and reduction are not satisfied with the needs of modern city security.Since the concept of resilience was introduced into the field of urban planning in the 1990 s,it has provided a new perspective and theoretical system for urban disaster prevention and reduction.Urban disaster prevention and mitigation should no longer focus on the traditional disaster risks borne by the physical environment,such as the earthquake resistance of buildings and the adaptability of drainage pipes,but should focus more systematically on the response,adaptability and resilience of urban systems in the face of disasters.Therefore,it is urgent and necessary to use the perspective and concept of urban resilience to improve the capacity of urban disaster prevention and reduction in Guangxi,which has a complex and diverse disaster prevention and reduction system and relatively backward facilities.Based on urban resilience perspectives and ideas,taking 14 cities in Guangxi as an example,to calculate its urban comprehensive toughness and subsystem in 2009-2018 score,analysis Guangxi District and each economic region,the prefecture level temporal change of the development level of urban disaster prevention and reduction,on this basis,combining with the current disaster prevention and mitigation strategies of Guangxi and cases to analyze present situation of urban disaster prevention and mitigation in Guangxi Based on the development level of urban disaster prevention and reduction,the ability of government departments to prevent and reduce disaster,the construction of supporting facilities for disaster prevention and reduction,and the social participation in disaster prevention and reduction,this paper analyzes the problems and causes of urban disaster prevention and reduction in Guangxi from the perspective of resilience.Finally combined with the toughness of urban disaster prevention and mitigation management experience at home and abroad reference from improve toughness development level of disaster prevention and mitigation,perfecting the urban disaster prevention and mitigation top-level design,improve the toughness of urban disaster prevention and mitigation facilities,construction of urban disaster prevention and mitigation collaborative management system to enhance the level of urban resilience in Guangxi,improve the ability of disaster prevention and mitigation policy Suggestions are put forward.
