Research On The Construction And Development Path Of Xi’an Disaster Reduction Community

Since ancient times,China has experienced frequent disasters due to its unique geographic location and climate type.In addition,in recent years,with the rapid development of China’s economy and society,the accidents and disasters have become increasingly fierce.Reducing the risks brought by disasters and at the same time building a peaceful and harmonious society have become a common expectations.As the grassroots unit of social governance,the community is a basic link but weak link in the construction of disaster prevention and mitigation system,which needs to be strengthened.Strengthening the community’s ability to prevent and reduce disasters,and prevent and reduce disasters can help mitigate the risks caused by disasters and achieve the goal of a harmonious society.This research is based on the economic and social development of Xi’an and the actual research and development of disaster prevention in grassroots communities.First of all,the basic concepts and theories of disaster reduction communities are reviewed.Based on the concept of community and disaster-reduction community,this paper elaborates on the theory of risk society,crisis management theory,community building theory and other theories closely related to the construction of disaster reduction communities,and the disaster reduction communities in China,Taiwan,the United States and Japan.The construction situation and progress have been reviewed in the literature,clearly showing the current research progress.Then,from the macroscopic point of view,the policy tracking analysis of the construction of disaster-reduction communities was carried out.At the same time,from the microscopic point of view,the field investigation of the disaster-reduction community in the H community and the G community in Xi’an was carried out,and the construction of the disaster-reduction community was comprehensively,objectively and deeply revealed current situation and existing problems.On the basis of the previous research,it fully discusses the development and operation of disaster-reduction communities in Taiwan,and expounds the specific operation process in the promotion mode,organization and leadership,implementation and operation,supervision and evaluation,and clearly demonstrates the disaster reduction community in Taiwan.The specific practices and systematic experience of the disaster-reduction communities in Taiwan have provided a sufficient reference for Xi’an communities.Then,from five aspects,the development path of promoting the construction of disaster reduction communities in Xi’an is proposed: the logical starting point of community construction,the working ideas of disaster reduction community construction,the motivation source of disaster reduction community construction,the external guarantee of disaster reduction community construction,and the long-term goal of disaster reduction community construction.Through the proposal of the system development path,it provides certain reference and thinking for Xi’an to continue to promote the construction of disaster reduction communities.
