Study On The Improvement Of Disaster Prevention Ability In Coastal Cities Based On A Number Of Disaster Relief Subjects

In recent years,along with the rapid development of economic in our country and the gradual deterioration of the global environment,all kinds of emergencies whose strength,frequency and impact continue to grow occur frequently in the coastal cities,which makes it even more important to improve the resilience of coastal cities,it has a direct impact on the sustainable development of coastal cities.Therefore,this dissertation constructs a basic framework for improving the disaster prevention capability from the perspective of relevant disaster relief subjects,the main conclusions are as follows:(1)Technological reform and innovation will help to optimize the structure and enhance the overall strength of emergency industries,and it will also increase the emergency industry’s impetus to the improvement of disaster prevention ability in coastal cities.Based on the differential game theory,this dissertation studies the role of government R&D subsidies in the development of emergency industries.(2)The adequate and flexible emergency supplies reserve is an important indicator of government emergency support capability.In response to the emergency situation in which the demand for disaster relief supplies is uncertain,this dissertation builds a joint reserve model of emergency relief supplies between government and enterprises on the basis of fully considering the attitude of government risk aversion and government subsidies.(3)When the government chooses a part of enterprises as emergency material agreement manufacturing enterprises,in order to provide high-quality emergency supplies and win the trust of the government,these emergency enterprises who are responsible for the production of the perishable and short shelf life emergency supplies,will increase green technology investment in the daily operation,and design related contracts to achieve the coordination of emergency supply chain.That is to study how to contribute to the improvement of disaster prevention capabilities in coastal cities from the point view of enterprise.(4)The coastal city is a disaster prevention body that includes a land system and a marine system.The integrated development of the marine system and the land system can effectively improve the coastal city’s ability to defend against emergencies.Based on the concept of coupling coordination,this dissertation constructs an integrated evaluation index system of the sea-land co-ordination that includes four dimensions: economic development,social progress,environmental protection and resource efficiency,and uses the comprehensive method to measure the coupling degree of the land system and the sea system,which providing a new idea for the coastal city to enhance the disaster prevention capability.
