Since the eighteen meeting,China has carried out a deep level reform in all aspects of social economy,and the reform of the administrative organs is one of the important reforms.There are mainly two aspects of the reform of the administrative organs,one is the reform of the administrative system,and the other is the reform of the management system of the civil service(two).Among them,one of the aims of civil servant management is to arouse the enthusiasm of civil servants.At present,the society's understanding of the work of civil servants is still in the image of high salary,low efficiency and bureaucracy.The grass-roots civil servants are also busy with their own work,the development of space is small,work is not recognized,and so on.The crux of the problem is that the current implementation of the civil service incentive policy does not serve as an effective incentive to the grass-roots civil servants.According to the survey results of the Local Taxation Bureau of Shengzhou City,the "four forces model" in modern enterprise management incentive theory and model tools,and referring to the advanced experience of some developed countries put forward the guiding principle of optimal incentive mechanism,according to the characteristics of Shengzhou Local Taxation Bureau has,and the presence of the problem,put forward the improvement of Shengzhou City local tax incentive mechanism of guiding principles,and from four aspects and puts forward some countermeasures and suggestions to optimize the Shengzhou City Local Taxation Bureau incentive mechanism.This paper puts forward some innovative opinions and suggestions in the process of the comprehensive application of the advanced experience in foreign countries and enterprises,and provides a useful reference for the follow-up reform of the administration of civil servants.
