In modern society, the public sector supplies the social management and provides public services. And our civil servants directly perform these functions. They are having the public authority given by the people. So compared to other employees, the motivation of these civil servants is more difficult because of the particularities of their job.This paper first probes the meaning and essence of motivation and analyzes the difficulties in the encouragement of civil servants. Based on the analysis of the classic motivation theories, the paper further points out the usefulness of Dill's model of comprehensive motivation when we use it to motivate our civil servants. By using this incentive model, the paper discusses the five factors which affect the incentive effect and sums up the success and the shortcomings of our existing incentive systems and methods, such as the monotony of the work itself, the non-perfect culture building, the invalid compensation and so on. In view of the existing problems and the bad consequences, the paper concludes with some specific measures. According to the five factors given by the Dill's model of comprehensive motivation, the paper wants to construct a comprehensive incentive mechanism to strengthen the motivation to our civil servants so that they will improve their work efficiency.
