Customs plays an important role in maintaining national security and facilitating import and export trade.Facing the import and export enterprises directly in the work of civil servants under the customs,their work enthusiasm is not high and their work effect is not good,which directly affects the supervision and service effect of the customs,affects the development quality of import and export trade around the country,and affects the image of the Chinese customs in the people’s mind.With the promotion of the reform of the customs system,how to improve the enthusiasm of the civil servants to the greatest extent through the perfect incentive mechanism of civil servants,so that they can better serve the development of foreign trade and safeguard the national security,has become an important task in front of the construction of the new customs.On the one hand,this paper uses literature research method,starting from the domestic and foreign research status of the incentive mechanism of civil servants,based on the expectation theory,incentive health care theory,needs theory and equity theory,comprehensively analyzes the Deere comprehensive incentive model,and determines that five variables in the model are taken as the structural framework for analysis.On the other hand,questionnaire survey and statistical analysis method are used to investigate the five dimensions of the variables determined from the model: motivation based on the task itself,motivation based on the expectation of work completion,motivation based on the work achievement potency,motivation based on the extrinsic reward,and motivation based on the expectation of extrinsic reward.SPSS software is used to analyze the questions Collect the data,find out the problems existing in the incentive mechanism of the civil servants of the subordinate customs,and put forward the optimization countermeasures.Based on the investigation and analysis,this paper finds that: 1.The current situation and problems of Incentive: the subordinate customs officers are more satisfied with interpersonal relationship,group relationship and cultural construction,but less satisfied with post promotion,assessment system and welfare security.Based on the analysis of Deere’s comprehensive incentive model,it is found that there are many problems in the incentive mechanism of civil servants belonging to the customs,which are mainly reflected in the incentive based on the external reward and the incentive based on the expectation of the external reward,including the unreasonable salary system,the imperfect welfare guarantee,the unimpeded promotion channels and the unreasonable assessment methods.In addition,it is also reflected in the small number of exchanges and job rotation under the Department Education and training are not targeted and cultural construction is not in-depth.2.In terms of career vision: the civil servants affiliated to the customs have a strong sense of belonging as a whole.They agree with the profession of customs and think it has a certain development prospect,which provides a precondition for further optimizing the incentive mechanism.3.In terms of incentive demand and Optimization Countermeasures: the civil servants of the subordinate customs think that the incentive factors such as wage income,welfare security,post promotion and assessment are more important.Therefore,on the basis of comprehensive consideration of various measures of Deere’s comprehensive incentive model,this paper puts forward that we should actively explore the flexible wage model and perfect the welfare security system in improving the salary and welfare system,carry out open selection and competitive employment in the aspect of job promotion,and establish a scientific and feasible performance appraisal system in the aspect of assessment in order to effectively motivate the subordinate customs civil servants.
