| The development speed of the society and information are extremelyrapid. The management system of national economy and the governmentmanagement are changing. People increase demands for the rulinggovernment but, it also means that the role of the government paly becomemore and more important than before. Civil servants, as the governmentstaff, their status and role in public management can not be replaced.Motivation is the process subject apply some methods to motivate objectto be more actively and achieve organizational goals. In recent years,government reform has always been an important issue in public management,and improving the civil servant’s administrative efficiency is one of theobjectives. It is necessary to reform the administrative pattern toimprove the administrative efficiency of civil servants. Perfecting themotivation mechanism of civil servants not only can improve the enthusiasmand administrative pattern of them, but also can prevent the dissimilationof administrative power in a certain extent.As the most developed city in mainland China-Shanghai, the economy,politics, culture and other aspects are concerned by other cities all overthe world. Shanghai civil servants, they stand for Shanghai governmentand represent the Chinese government from global perspective. The pattern they work and their administrative efficiency are concerned by otherpeople. In recent years, Shanghai government adopted a series ofmotivation measures and made some achievements, but there are still someremains to be improved. Therefore, this article use the empirical researchand literature research to study motivation mechanism of Shanghai civilservants. First of all, introduce background and significance of thispaper, review motivation mechanism research from the perspective offoreign and domestic, the framework and research methods. Secondly,introduce some definition of basic concepts and motivation theory, andrecommend the formation and development of motivation mechanism of civilservant in detail. Furthermore, the focus of this paper including theempirical research design and the empirical analysis. Finally, summarizeup the important questions and put forward some suggestions on the basicof the empirical study, relevant research and the excellent results abouthuman resources management in enterprises. |
