important role in providing comprehensive health management and health care for residents.Community health service institutions through the combination of medical and health care in basic health services and community first option,the family doctor service,improve people's health level and to reduce the chances of people got sick and at the same time,share the big hospital in heavy load,the benign medical order,promote the reasonable optimized allocation of medical resources,and solve the contradiction between supply and demand of health resources in our country,this is our country to promote community health service in the first place.The quality of community health service has a direct impact on the accessibility,timeliness and effectiveness of residents' health management.In the long run,the quality of community health service has a profound impact on the realization of the strategy of "healthy China".Community health service centers(stations)are the foundation and important strength of urban public health and basic medical service system.Since 2002,community health service centers(stations)have increased from 8,211 to 34,997,and community health service institutions have achieved rapid development in quantity and strengthened supporting construction.H district in Shenyang,for example,with a total of 12 community health service center,service population of 1.19 million people,the basic medical and public health has played a positive role,but due to the policy,system,mechanism and the effects of traditional medical concept,there exists problems of the health service personnel quantity and the diagnosis and treatment level cannot meet the practical needs,facilities equipped of antiquated,medicines equipped not sufficient,which leads to the lack of confidence of the residents of community health service institutions.Community health service institutions to speed up their own construction,improve the ability of health services at the community level to promote the reform and development of health services in our country,improve people's livelihood is of great significance.Purpose: this article through to H district in Shenyang area of community health service centers of personnel,facilities,equipment,drugs,signing the family doctor service and two-way referral services five aspects of investigation and study,understand the current problems in community health service institutions and analyzes its reason,through the study and draw lessons from foreign experience,put forward the countermeasures to solve the problem.Methods: by means of questionnaire survey and interview,the community health service center in district H was taken as the research object,the residents receiving the service were surveyed by questionnaire,and the medical staff in the community health service center were interviewed,and the collected data were statistically analyzed.Results: through survey,found that the community health service centers in staffing,equipment configuration,pharmaceutical care,the family doctor service,two-way referral service five aspects there are some problems remaining to be solved,these problems influence the residents outpatient rate and satisfaction,also affect the survival and development of community health service institutions.Conclusion: according to the present problems of community health service institutions and cause,multi-pronged to improve community health human resources supply,through continuous innovation diversity training to improve the quality of community health services,and strengthen the education in colleges and universities and conveying talents,adjust the proportion of health care,enhance the treatment level of health services;Targeted introduction of facilities and equipment in line with community medical characteristics,increase capital investment,improve hardware facilities,and establish a medical equipment cooperation mechanism;To integrate and coordinate the drug supply of community health service institutions,relax the restrictions on the drug catalogue of primary medical services,establish the early warning system of drug supply and demand,and raise the importance of pharmaceutical care;We will improve the system of general practitioners,increase financial support for family doctor services,strengthen publicity and mobilize the whole society to participate in them,bring into play Internet technology to improve community health services,and give full play to the advantages of traditional Chinese medicine services.The popularity of awareness and actively guide the residents' willingness to seek medical treatment,improve the referral standards and rules,reform the medical insurance system,big data and the application of information countermeasures and Suggestions.
