| Being a dispensable part of community construction, the community-based health care is designed for the primary health institutions, for the rational utilization of health resources and fit technologies, under the leadership of local governments and higher authorities. Rooted in communities, the primary health institutions could provide health services for families around, and satisfy their medical needs as possible as they can, especially for the women, children, the aged, chronic patients, the disabled and vulnerable ones. The community-based health care is composed of disease-prevention, medication, maintenance, rehabilitation, health education and family planning services, which must be effective, economic, convenient, comprehensive and continuous. To sum up, the community-based health care is a package of medical health service, which consists of primary public health service and primary medical service. Generally speaking, the primary public health package focuses on the items of free public health care, according to the favorite sequence of citizens, such as children's immunity procedures, maternity and child care, health education, chronic disease management, and etc. In view of that, my research probed into the ways of how to enhance primary health care, and advocate first-treatment system, which embraced some significance of academic and practice. We hoped that this attempt make government pay more attention to the quantities of health service, as well as the enough provision of technologies and funds. If this package is put into practice, the disparity in price between community health institutions and comprehensive large hospitals would be resolved gradually. Meanwhile, the supporting measures of this package could enhance primary health care, elevate medical service quality, and improve the environments of primary medical institutions. In that case, the accuracy of first-treatment would be improved, and two-way transfer system could be realized.
