A Study On The Plight Of The Elderly Service In Community Health Service Centers Under The Background Of "Combination Of Medical Care And Nursing Care"

As a result of such factors as China's policy,traditional concept,medical technology development and people's pursuit of health,the proportion of China's elderly population in the total population of the country is increasing,China has to face the problem of population aging,in particular,some "old age" often,easy and sudden,illness,disability,semi-disability of the elderly treatment and care issues are particularly prominent.Therefore,"medical care service" is becoming more and more important,especially in March 2018,when the State Council implemented the major-department reform program,which abolished the Health Planning Commission and established the National Health Commission(NCHC),the Community Health Service centers,as the first-level medical and health institutions,are playing more and more important roles.The main research methods of this paper are questionnaire and interview.In this study,300 questionnaires were distributed to the elderly in the communities of Chengdong,and 282 questionnaires were collected,with an effective recovery rate of 94%.According to the questionnaire survey,the demands of Medical Care Service for the community elderly mainly include medical convenience,free consultation,out-door consultation,increase of staff,long-term care,preferential treatment policy,psychological comfort and Palliative care.In this paper,a structured case interview method was used to interview the director of the Chengdong sub-district Office,the Director of the Chengdong Sub-district Community Health Service Center,the doctors and the staff of the neighborhood committee,etc.,to understand the current situation and predicament of medical care service supply.At present,the facilities construction of medical and old-age services in the Community Health Service Center of Chengdong Street are relatively perfect,and a basic medical and old-age care environment has been built,the main difficulties are the form of supply is single,the existing policy is not perfect,the supply of funds and resources are insufficient,and so on.At last,combining the inspiration from the United States and Japan,this paper proposes to strengthen community health management,improve the quality of medical care service from the perspective of healthy aging,and perfect the system design of medical care integration,we should increase the investment of funds,upgrade the level of hardware,strengthen the training of professionals in the field of medical and nursing care combined with the provision of old-age services,pay attention to the diversification of the contents and forms of medical and nursing combined services,and so on,in order to provide scientific basis for the elderly population "medical care" as a whole,to build a harmonious and healthy community health services.
