Since entering the 21 st century,China has entered a "society for the aged.It is an inevitable choice to deal with the problem of aging society to develop medical care and industry.The degree of top-down attention to the combination of medical and nursing services is becoming higher and higher,and the theoretical research and practical experience are becoming more and more abundant.Qingdao is a serious aging city,not only the aging degree is high,but also the aging degree shows an accelerated state.By the end of 2018,the number of elderly people over 60 in Qingdao had reached 1.83 million,accounting for 22% of the total population of the city,more than 4.5 percentage points in the country.In this context,Qingdao actively promotes the combination of medical and nursing service model,and the related work is in the forefront of the country,forming the "Qingdao model" with the "six modes" as the main "Qingdao model ",which is famous in the whole country.Despite the combination of medical and nursing in Qingdao,there are still some shortcomings,such as the imbalance between supply and demand is more prominent,the willingness of social capital to enter is not strong enough,the quality of service is uneven,and so on,which needs to be improved continuously in the development.Therefore,this paper chooses Qingdao's combination of medical and nursing service model as the research object.Based on the theory of welfare diversification and network management,,this paper first analyzes the present situation of medical and nursing service mode in Qingdao.Qingdao has adopted some good practices in the service of combining medical and nursing,constructed a relatively perfect organization system,constructed a systematic and comprehensive policy system,constructed a more powerful supervision system,and paid attention to strengthening the construction of the contingent of medical and nursing personnel.Qingdao has a unique advantage in the combination of medical and nursing services,the government has given sufficient and systematic support policy,give full play to the role of the market,rich types of services and high quality of old-age care,at the same time the city is very livable.The model of medical and nursing combination service in Qingdao has achieved good results,satisfied the demand of medical and nursing combination service for the elderly group,effectively alleviated the economic burden of the family in the field of old-age care,promoted the industrial development of medical and nursing combination,played a good role in promoting private investment,and formed a good typical demonstration effect.Then,this paper finds out the problems of Qingdao Medical and nursing service mode,and analyzes the root of the problems.The existing problems of Qingdao Medical and nursing service mode include: the imbalance between supply and demand is more prominent;the willingness of social capital to enter is not strong enough;the service quality is uneven;the coverage of policy guarantee is not wide enough;the nurses and managers are short and the level is insufficient;the participation of social work organizations and volunteer service teams is not in place.The reasons for the problems of Qingdao Medical and nursing service mode include: the government's leading role is not enough;private medical and nursing service institutions are difficult to raise funds and low profits;industry standards and supervision and evaluation mechanisms need to be improved;the refinement and overall planning of policies are not strong;the treatment,status and training of nursing staff and managers are insufficient;and the guidance and support for social work organizations and volunteer service teams are insufficient.Then,this paper introduces the typical experience of combination of medical and nursing at home and abroad,and summarizes the enlightenment.This paper introduces the experience of Beijing and Chongqing in China,and sums up five enlightenments,including: giving full play to the role of the government;paying attention to the role of government funds and private capital;paying attention to the refinement and overall planning of policies;paying attention to the training of medical and nursing talents;introducing social work service and voluntary service into medical and nursing services.Foreign countries introduced the experience of the United States and Japan,summed up four points of inspiration,including: to increase the government's leading force;the deep combination of government investment and private capital;to strengthen the government's regulatory function;to improve the refinement and overall planning of policies.Finally,six measures are put forward for the optimization of Qingdao Medical and nursing combined service mode,and practical and practical suggestions are put forward for Qingdao municipal government and relevant departments to work,make policies and provide excellent services.Including: to further play the leading role of the government;to promote the development of institutions from the two aspects of government investment and private capital;to strengthen the supervision function of the government;to improve the refinement and overall planning of policies;to strengthen the training of medical and nursing talents;to guide
