The Research Of Financing Based On Xinjiang Public Hospitals’ Cash Flow

Because our country public hospital has been inadequate investment, management system reform lags behind, the problem such as unreasonable medical compensation mechanism and poor regulation, led to the masses "medical care" and "expensive" problem has not been effectively resolved. The reform of public hospitals is one of the new healthcare reform have been identified, one of the five key reforms of its success or failure is directly related to the success of reform. Public hospital reform involves many aspects of the problem, the current study of Xinjiang public hospitals financing only focused on government subsidies and medical services and drug sales, etc., ignore the social financing channels such as the expansion of public hospitals.This article focuses on the Xinjiang capital flow condition, the scale of public hospital layout condition and analyzing the present situation and problems of public hospital financing in Xinjiang, the analysis results showed that Xinjiang public hospital existing financing system design is unreasonable, to medicine medical phenomenon still did not put an end to; Unreasonable structure of public hospital financial subsidies, subsidies standards are not clear; Hospital internal control system is not sound, the fund supervision does not reach the designated position; Financing structure is unreasonable, the social problems such as weak financing channels.Aiming at the problem of the above analysis, this research for the Xinjiang capital flow and financing system of public hospital reform and improve the system of public hospitals financing, promote the reform of public hospitals financing; Adjust the structure of fiscal subsidies, clear fiscal subsidy standards; A sound system of internal control, establishing index system of money flows; Public hospitals financing structure, improved measures related to form a diversified financing system.
