Background:Financial compensation mechanism is not sound for years, contributing to public hospitals profiting alot depending on information advantages in market competition, which raises medical expenses to somedegree, weakens public welfare of public hospitals, attaching more attention on profit, as well as reducingsocial responsibility. The problems exist all the time in the health system, which severely influences socialstability. With the development of medical reform, the state is increasingly expanding support for publichospitals development, permitting social capital entering public hospitals, which can compensate fund,creating an advantageous environment for public hospitals. Meanwhile, transition of collecting capitalmodel from sole depending on government to diversity can satisfy the public hospitals development.With the transformation of collecting capital model, conflict between the public welfare of publichospitals and social capital profit-driven will inevitably be produced. Therefore, new and higherrequirements have been put forward for the government’s regulation. As long as government strengthensregulation on absorbing social capital of public hospitals, public hospitals are able to achieve vastdevelopment in all aspects and embody public welfare.Objective:Information disclosure is a basis of the government to take the regulation based on the legalization andrule, as well as a basic principle and requirement of modern regulation mechanism. Taking the regulatoryeffectiveness of DADS model into consideration, this study mainly analyzes the problems of informationdisclosure of absorbing social capital of public hospitals and the factors that affect the effects of thedisclosure by literature research and investigation on the typical areas in Henan Province. Meanwhile, thisstudy will explore a new theoretic DADS model based on information disclosure, which will promote theimplementation of MADS model.Sources and Methods:Sources: Collecting materials from CNKI, Wan fang database, correlation books, etc. Site survey was performed in10second class or above absorbing social capital of public hospitals selected randomly inHenna province.Methods:(1) Literature research:This study focused on the status of absorbing social capital of publichospitals and problems of government regulation on medical service, through collecting materials fromhome and abroad.(2) Typical case studies:Taking Henan Province as a sample, by expert interview andon-site questionnaire, analyzing the status of the information disclosure of the medical treatment in thegiven sample area and the willingness of the subject and object towards the government regulatory strategyof the information disclosure. This research involved the public (patients), managers of healthadministrative department and manager of hospital administrators.(3) Statistical analysis methods:Themain statistical methods included descriptive statistics, chi-square test and etc. All questionnaires wereencoded after verification, and then applying Epidata3.0input relevant data into computer to set updatabase, utilizing SPSS17.0to analyze the data.(4) Comparative analysis:By comparative analysis ofinformation disclosure of non-profit organization and non-profit medical institutions, correlation factors ofeffective implementation would be summarized. According to the statistical results and literature, to make acomparison in the implementation environment of DADS in China, and to provide feasibility operationbasis for establishing theoretical model based on DADS of government regulation.(5) Normativeanalysis: Health service management and the theories of policy had been used to work out a reasonableinduction and inference to analyze the mutual relations between the suppliers (health departments, hospitals)and the demanders (the public, patients) and the conflict between health administrative departments andhealth agencies.Results:1.In China, social capital entering public hospitals includes three stages. In the first stage (1978-1991),capital source mainly consisted of fiscal subsidies and business income, without social capital. In thesecond stage (1992-1999), social capital started entering public hospitals, including departments andenterprises investment, bank loan, social donation and establishing fund, etc. But the policies were short ofintegrity, systemic and the corresponding supervision and constraint mechanism. In the third stage(2000-Now), multi-channel mechanism for social capital entering public hospitals was established. Bankloan, foreign loan, financial lease and charitable donation were mainly used. 2..Public hospital regulation mechanism is that capital markets have a series of objective and practicalchecking on operation results, behavior or determinations. Public hospital regulation mechanism includesthe hospital internal implementation of supervision and the external supervision by social or market.Government regulation based on DADS belongs to external supervision.3.Information asymmetry is the fundamental cause of medical market service failure and governmentregulation failure. Government can take compulsory measures to enhance information disclosure and toresolve information asymmetry issue.4..DADS model is orderly and coherent rule. Information disclosure can solve the problem ofinformation asymmetry, which enables the government to effectively play its supervisory functions and towin the trust of the public.5.There are some problems in China’s regulation system on medical service: First, lacking of arelatively complete framework of laws and regulations; Second, no independent regulatory agencies; Third,monitoring methods are short of integrity and long-term effectiveness; Fourth, external supervisionmechanism failed to fully play a role.6.The problems of information disclosure existed in the public hospitals are the follows: First, thepresent public information is not complete and lacking of practicability; Second, there are gap between theform of information disclosure and the habit and ability of the public’s acceptance; Third, hospitaladministrators have different understanding about information disclosure; Fourth, Hospital financialmanagement is not transparent; Fifth, Lacking of feedback constraint mechanism.7.Hospital administrators and health administrative department managers have consistency forunderstanding of the following strategies: To establish a medical regulatory body consists of spectrum ofexpertise; To set up the evaluation system for all hospitals in the region; Evaluation results released to thecommunity regularly. But there are significant differences between the Hospital administrators and healthadministrative department managers in the following aspect: Information disclosure through a spokesman;Credibility evaluation of hospital by the government health administrative departments; Developingsanctions of rewards and punishments.8.The implementation of DADS model primarily relies on social environment of developed market.China is capable of practicing the model under the conditions of accordance of policy and regulation. Conclusion:1.In the medical services market with severe asymmetry of information, it is necessary to improve theinformation disclosure rules, and to regulate public hospitals absorbing social capital according thedisclosure-analysis-dissemination-sanction (DADS) model.2.The DADS model-based government regulation is a powerful guarantee for guiding public hospitalstoward legalization supervision.Its effective implementation factors including:First, it is necessary to establish a unified information platform for real-time transmission and retrievalof information, especially for financial information.Second, it is necessary to specifically establish a law to guarantee the DADS effective implementation.Third, it is necessary to set up an independent professional oversight body consisting of professionals,which oriented nonprofit, without outside intervention, and clear the responsibility of everyone.Fourth, the medical organizations should be used to complement government regulation. The medicalorganizations should develop the organizations’ self-regulatory rules, play the role of internal oversight andimprove the efficiency of auxiliary supervision.Fifth, it is necessary to improve the social supervision mechanism, to promote the transparency ofinformation actively, and to promote community hospital supervision.
