The Application Research Of Township Medical Care Integrated Service Project Under PPP Mode

Shandong Province has entered the aging society in 2005.The development of rural medical care service industry is still in its infancy.There are serious problems such as the serious shortage of old-age beds and the single function of the old-age care institutions,especially the weak health care facilities at the grassroots level.At the same time,due to the slow growth of government public finance income and the pressure of local debt,local governments can only provide limited public services,and the contradiction between supply and demand of grassroots township medical care services is increasingly prominent.As a new type of financing cooperation,PPP mode has become more and more prominent in the mechanism of medical pension industry.However,the PPP mode is still short-lived,and the construction of medical care services is very complicated.In the process of introducing the PPP model,some problems will inevitably occur.The main purpose of this paper is to explore the best way to achieve sustainable and healthy development of township medical care combined services through the effective intervention of PPP model.This paper selects the representative area of Jining City,which is representative of the application of medical and nursing services,as the research object,and studies the application of PPP model in the township medical combined service project.The paper follows the general idea of "theoretical interpretation-project status-problem induction-cause analysis-propose countermeasures".The paper collects and reviews relevant literatures such as PPP model and medical combination,prepares theoretical materials for research,and analyzes the theoretical basis of applying PPP model in rural old-age service projects based on public product theory,new public service theory and welfare pluralism theory.Through on-the-spot investigation of the township and town medical care combined service project under the PPP mode in Area A of Jining City,individual interviews and consultations were conducted with relevant units and experts to understand the current actual supply and demand situation of rural elderly in the A district of Jining City.The model has many common problems such as excessive government intervention,weak old-age care for the elderly,poor management of nursing homes,and low service satisfaction.It also proposes clear government departmental responsibilities,changes the concept of family pension,and strengthens systematic management.And cultivate professional talents and other diversified countermeasures,explore a new path of diversifieddevelopment of township medical care combined services,and provide practical reference for the introduction of PPP projects in other towns and towns,with a view to seeking a new direction for the development of township medical care combined services.
