Research On The Role Of X City Government In The Integrated Development Of The Dairy Industry

Dairy industry has great development potential in animal husbandry。A series of policies are unveiled by national government to improve the integration development in the dairy industry in recent years.However,the imbalance of interests between dairy farmers and dairy processing enterprises impede the integration development in the dairy industry.Based on perspective of building long term interest coordinating mechanism between dairy farmers and dairy processing enterprises,this research focuses on the government’s effect on the process of integration development in the dairy industry by collating the dairy literatures.Stakeholder theory,Benefit Allocation theory,and Game theory are applied in the process of the research.Study of the government’s effect on the forming process of benefit connection mechanism between dairy farmers and dairy processing enterprises is conducted.Government’s effects and results of promoting the integration development in the dairy industry of X Municipality are objectively illustrated.The problems and causes of government’s effect on the integration development in the dairy industry are investigated.There are negligences of X Municipality Government in policy supporting,public services supporting,disadvantaged group protection and market competition mainteinence.Causes of the negligences are the ambiguous orientation of government,stackholder’s influence on policy making,Profit-driven choice of local government and the lack of anticipation of government macro-control.On the basis of above research,this paper puts forward recommendations that X Municipality government should clear orientation,enhence the rationality of the institution,improve service system,protect interests of the disadvantaged and keep market competition.In this way,decision-making capacity and service level of X Municipality government will be enhanced and stable interest coordinating integration in the dairy industry will be formed.
