Supply-side Reform is an inevitable choice to adapt to the new normal of China's economic development.At the 13th Five-Year Plan,Premier Li Keqiang emphasized the need to promote the industry to the mid-to-high end in the supply side,where manufacturing is the main battlefield for Supply-side Reform.Equipment manufacturing is the top priority of reform.In recent years,although the transformation and upgrading of the Equipment manufacturing industry has achieved remarkable results in Liaoning province,there are still problems such as overcapacity and insufficient quality products.The Supply-side Reform has provided an opportunity and motivation for the transformation and upgrading of the Equipment manufacturing industry in Liaoning province.Therefore,studying the transformation and upgrading capability of Equipment manufacturing industry in Liaoning province under the background of Supply-side Reform,and proposing relevant countermeasures for its shortcomings in development,will be of great significance for Liaoning province to grasp the development opportunity period of Equipment manufacturing industry and accelerate the speed of transformation and upgrading.By combining relevant literatures,this paper defines the concepts related to the transformation and upgrading of Equipment manufacturing industry under the background of Supply-side Reform,and expounds the theories,development status and problems related to the transformation and upgrading of Equipment manufacturing industry.On the basis of theoretical research,the paper constructs the Supply-side Reform under the background of the Equipment manufacturing industry transformation and upgrading ability evaluation index system,and the variation coefficient method is used to test in the rationality of index system,from the four aspects of factor intensive capability,green development capability,innovation capability,informationization and industrialization fusion capability.The evaluation index system of Equipment manufacturing transformation and upgrading capability under the background of scientific and reasonable Supply-side Reform is obtained.The minimum membership evaluation model was used to calculate the evaluation values of the Equipment manufacturing transformation and upgrading capacity in nine provinces from 2014 to 2017,and the evaluation results of the Equipment manufacturing transformation and upgrading capacity in Liaoning province were analyzed respectively in the horizontal and vertical aspects under the background of Supply-side Reform.Furthermore,the horizontal analysis is to analyze the evaluation value and ranking of indicators of nine provinces year by year,and conclude the development advantages and disadvantages of Liaoning province Equipment manufacturing industry's transformation and upgrading capability under the background of Supply-side Reform.The vertical analysis is to analyze the evaluation value of each index of Liaoning province in the past four years one by one and conclude the existing problems and overall development trend of each index of Liaoning Equipment manufacturing industry's transformation and upgrading capacity under the background of Supply-side Reform.Through research and analysis,in view of the problems in the transformation and upgrading of Liaoning province's Equipment manufacturing industry under the background of Supply-side Reform,and the unbalanced development status among various indicators,it is proposed to adjust and optimize the industrial structure,promote the green manufacturing system and technology development,and enhance independent innovation.The ability to promote the integration of informationization and intelligence and equipment manufacturing,improve the incentives and training mechanisms for technical talents,and provide reference for the upgrading of Liaoning province's Equipment manufacturing industry in the context of Supply-side Reform.
