While modern engineering facilities bring tremendous wealth and convenience to people,it is unavoidable to cause engineering risks.Because of this,the allocation of engineering risks,like wealth distribution,is gradually becoming one of the fundamental factors affecting the fairness and justice of modern society.But unlike the positive value characteristics of wealth,everyone is afraid of avoiding engineering risks with negative values.Based on this,improper allocation of engineering risks in neighboring engineering facilities and unbalanced distribution of engineering interests have caused frequent conflicts among members of the engineering community,which has led to the phenomenon of group resistance and triggered conflict in the neighborhood.From this,it can be seen that systematically exploring the issue of justice of project risk allocation in neighboring engineering facilities is an important theme that resolves social conflicts and conflicts and promotes social harmony.It has very important theoretical and practical significance.The paper is divided into six parts:The first chapter is the introduction.It discusses the theoretical basis,research methods,and innovations of the topic in general and clarifies that with the acceleration of urbanization process,the uneven distribution of engineering risks and risks caused by modern engineering has seriously affected the society.Injustice leads to the avoidance of conflict.The second chapter aims to discuss the issue of distributional justice in the past,sum up its main theoretical principles,and point out that the previous distribution theory mainly focused on the objects with positive values such as wealth and rights.The third chapter aims to show that engineering risks with negative value brought about by neighboring engineering facilities often lead to social injustice.Firstly,the connotation and characteristics of the neighboring engineering facilities and the main body of the project are explained.Then,the main performance of the unfair distribution is analyzed.Finally,it is illustrated that the inequitable distribution of project risks leads to avoidance of conflict and social injustice.Chapter IV compares the risk as a negative value with the wealth as a positive value,and considers that engineering risk as a negative value should also follow the principles of autonomy,rights protection,and the principle of informed consent,whichaims to analyze theoretically to achieve justice in project risk distribution.The fifth chapter starts from the three dimensions of technical justice,procedural justice and substantive justice,and specifically includes the following measures: consider the establishment of a democratic,pluralistic mechanism for the definition and identification of engineering risks;establish an engineering risk allocation mechanism with a balance of responsibilities and interests;advocate multiple entities The equal participation mechanism;the implementation of ecological,human-based engineering technology,the use of a combination of material and non-material compensation methods to achieve the prevention and governance of the conflict avoidance.The conclusion part summarizes and explains the full text.
