Risk management (RM), a subproject in a project management, experienced a very short history in project management and has been adopted predominantly in research and/or the decision management in an enterprise investment program. The application of RM in engineering projects is very recent and its application in highway projects is even much later. The advantages of the RM can not only further the feasibility studies and avoid incomplete decisions in the preliminary investigation of a project, but also forecast the uncertain factors, cultivate a stable and favorable working setting, and thus prevent redoing the same work and control the construction price. However, it is a prevailing practice in highway projects in our country that the feasibility studies in the preliminary investigation and the appraisal of operation cost in later stage fail to carefully and thoroughly analyze the impact of those indeterminant factors on a proposed project and the probability of those factors. Furthermore, in construction period, only those major uncertain factors (say, wars) are written in the contract as a part of unpredictable risks so as to rectify the responsibilities of the parties as named in the contract, but the minor factors (say the change in drawings) are not singled out but included in other contrast articles. However, in the light of statuary frequency, it is those minor indeterminations that are most decisive in the project and occur most of the time in construction. Since its being directly under the jurisdiction of the central government, Chongqing has been undergoing great development, especially the transportation facilities construction. This has alleviated the pressure on the economy development resulted from the traffic bottlenecks and/or barriers and thus facilitated the city's progress. In recent years, the city has kept on investing a great amount of funds on this aspect. In order to take full advantage of the investment, it is obligatory not only to perform strict quality control in a highway project from appraisal to design to construction to operation, but also implement the risk management throughout the project. Risk management can offset the uncertain factors throughout the project such as inaccurate core sampling, incredibility of the contractor, etc. This project, from a systemic perspective of the construction party, first attempts to determine the types of risks in the construction management of highway projects inChongqing City, then evaluates the probability and impact on a certain project of the common risks, and finally proposes the countermeasures against the above risks by establishing a sound and dynamic index appraisal system for project risk management.
