Human resource management is one of the most important research fields of enterprises to improve the efficiency continuously.In the rapid development of the knowledge-based economy era,human capital has gradually become the core competitiveness of enterprises.Staff management has increasingly become the focus of the work of managers.To enhance the initiative of employees is the main methodto ensure the best use of resources.The main purpose of the initiative of employees is to maximize the use of existing human resources,thereby enhancing the overall performance of the enterprise and its profitability.The ideal state is that employees do not need to be stimulated to fulfill their duties.In this case,the cost of enterprise management can be minimized.There are many incentive problems in enterprises:getting along with the leadership,dissatisfaction with the salaries,enterprise’s living and working environment and other issues.In the state-owned enterprises,the problems become more prominent.As a functional state-owned enterprise,R Expressway Company has the common characteristics of state-owned enterprises.With the development of the company,a large number of basic staff have left the company,and the working performance of the employees is very negative.The lack of incentive effect for basic staff have become one of the obstacles to the sustainable development of human resources in the company.How to give full play to the incentive role in the current increasingly complex new situation and maximize the enthusiasm of basic staff is particularly important.First,this paper analysis the related motivation polices at home and abroad.Then combined with the incentive status of R Expressway Company and the enterprises’characteristics to analyze of the employees of R Expressway Company by using literature analysis,questionnaires,etc.Summarizes the phenomenon of performance problems exist in most of the employees to put forward the incentive mechanism of R Expressway Company’s staff problems.By using ERG theory,two factors theory,equity theory and corporate culture incentive theory,the paper analyzes and puts forward some measures to.optimize the incentive mechanism of R Expressway Company.Through the all the above measures,we can reduce employee turnover rate,enhance employees’ loyalty,stimulate employees’ potential,strengthen core competitiveness of enterprises,and increase business efficiency.On this basis,this paper puts forward the core concept of "people-oriented".On the basis of the company’s current operating model,the optimization measures proposed by the motivation mechanism are designed to support the optimization measures.The organic combination of optimization measures and safeguard measures has formed the methodology and application system for the optimization of the motivation mechanism of the R Expressway company’s basic staff,which has strengthened the stability and effectiveness of the incentive mechanism’s optimization implementation effect.
