The Inner Mongolia Autonomous Region is rich in mineral resources.Mineral production is an irreplaceable basic industry in this region.For a long time,affected by the extrusion effect,its industrial structure is single,most of which are high energy consumption and high pollution industries,with low technology content and low resource utilization rate.At the same time,with the sustained and rapid economic and social development,the industrialization and urbanization construction is accelerating and so is the demanding for mineral resources.Large-scale extensive resource mining and exploring activities have caused serious damage to the ecological environment,and the resource and environmental carrying capacity is approaching the "ceiling".The construction of green mines has become an inevitable choice.In the construction of green mines,after exerting years of efforts,the Inner Mongolia Autonomous Region government has greatly increased the number of pilot units for green mines construction,achieving significant economic effects of mineral resources.The management of the construction of green mines is standardized and comes in lines of management process.The recovery and management of mine environment has achieved remarkable effects,and the functions of ecological environmental protection and management have initially appeared preliminarily.However,at present,the decentralization of government functions in China,the inadequate transformation of functions,the incoordination of various government functions,and insufficient attention and guidance from the government have led to the ineffectiveness of local governments’ functions in economic,management,ecology,society,and culture.The government’s problems such as "absent","misaligned" and "offside" have been emerging.This article took actual data such as the implementation of the local government governing systems,government investment,mineral resources survey structure,mine shutdown plan and other actual data during the construction of green mines in the Inner Mongolia Autonomous Region as an example,elaborated on the problems,such as insufficient effective demand and supply in the practice of green mines construction,excessive government intervention,lagging of regulatory enforcement,poor operation of the ecological collaborative dynamic system,and lack of public participation.Externality theory and public choice theory were used to further analyze the root causes of the above problems.It was analyzed in the new economic model what role does the government function play and what are the deficiencies that need to be improved.According to these,relevant suggestions were proposed,such as:from the perspective of SWOT strategic analysis,internal and external joint efforts,and the promotion of green economic development,the economic function shall be further improved;from the perspective of quantitative assessment and construction of goals,management function shall be further improved;from the perspective of increasing the ecological coordination coupling power,the ecological function shall be further improved;from the perspective of increasing public participation and expanding participation channels,the social functions shall be further improved;from the perspective of strengthening cultural guidance,the cultural functions shall be further improved.
