A Study On Transformation Of Local Government Functions In Traditional Industrial Cluster

Industrial cluster is an important force of regional economic development,an important part of today’s world economic spatial framework,and an important reflection of the economic strength of a country or region.For industrial cluster,it is very difficult to complete sustainable development by themselves because of inherent mechanism defects of the market.The government,as a compulsory authority,can help industrial cluster overcome the various external problems brought by the market and promote the healthy development of industry.So researching on government functions has great practical significance to promote industrial cluster.Through literature reading and field investigation,it studied the present situation and problems of traditional industrial cluster development.Ceramic industry has a long history of development in China and is a typical traditional industry.Taking Tangshan ceramic industry cluster as an example,this paper summarized the forming process and development status of Tangshan ceramic industry cluster,and discussed the typicality and representativeness of Tangshan ceramic industry cluster.At the same time,according to the theory of industrial cluster life cycle,this paper analyzed the development process of Tangshan ceramic industry cluster,discussed the government functions in different stages,and explored the existing problems of local governments in the process of exerting government functions.In order to further explore the functional role of local government in developing industrial cluster,Tangshan ceramic industrial cluster is taken as a representative cluster.The evaluation index system of Tangshan government’s functions is constructed by hierarchical analysis method,in which the weight of each index is determined.The fuzzy mathematical evaluation method was used to construct the evaluation matrix and evaluate the functions of government.Based on the evaluation results of the evaluation matrix,this paper analyzed the shortcomings of government functions in the development of Tangshan ceramic industry cluster.According to the evaluation results,the paper put forward some suggestions on changing government functions in four aspects: innovation,transformation of intervention mode and concept,provision of public service and business environment.It is provided new ideas for government to improve the intervention in the development of industrial clusters and scientific selection of cluster policies.Figure13;Table29;Reference 66...
