Study On Problems And Countermeasures Of Safety Production Supervision Of Township Government

In recent years,with the rapid development of China’s economy and society,the Party and government have pay more and more attention to the supervision of production safety,so as to the public.With the continuous strengthening of safe production,the overall situation of safe production in China has shown a good trend of continuous improvement,and the overall level of safety supervision has been significantly improved,however,various accidents still occur from time to time,especially at the grass-roots level in counties and townships.Grass roots villages and towns are the foundation of the whole society and the foundation of social security and stability in China.The safety supervision of grass-roots villages and towns government has a direct impact on the overall work of safety production in China.Therefore,in order to avoid accidents in production and provide a safe and stable environment for social stability and development,we must focus on solving the problems faced by the front-line work safety supervision of grass-roots villages and towns..This paper,a study of safety supervision of township government,is started with the status safety supervision of the town of D,county A.At first,the paper expounds the research status of safety production supervision at home and abroad,and takes the public theories such as government regulation theory,and theory of co-governance as the guidance.Through a large number of social investigations and case studies,it pointed out the problems of the government in the supervision of work safety,including insufficient investment in Work Safety,safety in production is not taken seriously enough,the overlapping of responsibilities and powers of departments,a serious formalism of assessment methods,and the absence of supervision by third parties.Then it analyzes the reasons in four aspects: the basic guarantee mechanism of work safety supervision is not perfect,the construction of work safety supervision system is lagging behind,the main body of work safety responsibility has not set up the bottom line consciousness,and the coordination governance mechanism between the government and each main body is lacking.Finally,combined with practical and advanced experience at home and abroad,and based on the theory of government regulation and theory of co-governance.this paper puts forward targeted countermeasures and suggestions from four aspects: strengthen the basic capacity construction of work safety supervision,enhance the sense of responsibility of the main responsibility,improve the construction of system and mechanism,and strengthen the coordinated governance between the government and the main body of society.
