Along with the rapid development of China’s economy and the increase in energy consumption,China’s carbon emissions continue to increase.At the same time,with the acceleration of global warming,the international call for emission reduction is getting higher and higher,and in the short term,China’s carbon emissions are difficult to come down.In the critical stage of industrialization,China cannot sacrifice for emission reduction.For economic development,we should work hard to eliminate backward production capacity,integrate superior resources,and improve industry efficiency.Located in the southwestern border of the motherland,Yunnan is an important ecological barrier and a treasure house of the world’s genes.It is a typical representative of economic underdevelopment.The rapid temperature rise rate poses a greater threat to Yunnan’s ecological barrier and gene treasure house status.At the same time,Yunnan’s domestic economic ranking dropped from 16 in the planned economy period to23 in the current stage.In this case,it is of great practical significance to study the carbon emission efficiency of Yunnan Province at this stage.This research shows that the industry difference of single factor carbon emission efficiency is greater than the full factor carbon emission efficiency;the completion of the group goal of single factor carbon emission efficiency is significantly better than the full factor carbon emission efficiency;the number of industries with single factor carbon emission efficiency and low carbon target More than full factor carbon emission efficiency;the carbon emission efficiency of the high carbon group and the sub-high carbon group is much smaller than that of the medium carbon group,the second low carbon group and the low carbon group;the full factor and single part of the high carbon group and the sub-high carbon group part of the industry.The target completion of factor carbon emission efficiency is significantly different.It is recommended that the high carbon group and the sub-high carbon group be the focus of the “fourth five-year” carbon emission efficiency growth target and annual growth target of Yunnan Province;the non-metallic mineral products industry these six industries as the "fourthfive-year" Yunnan to improve the efficiency of carbon emissions;The government regards the method of full factor evaluation as the mainstream evaluation method for the development of low-carbon economy during the “14th Five-Year Plan” period.
