Water Environment Treatment PPP Project Of Z Municipal Water Group Risk Management Research

With the increasing level of urbanization and industrialization in my country,the amount of industrial pollutants in China has also increased rapidly,and the water ecology has been seriously damaged.Since the18 th National Congress of the Communist Party of China,policies related to water environment governance have been introduced one after another,and pollution control with an iron fist has become the norm.The water environment treatment project has the characteristics of long construction and operation period,good social benefits,wide coverage,large investment and high technical requirements,and is highly compatible with the PPP model.The PPP model can deal with local financial funding gaps,stabilize financial expenditures,and introduce high technology while strengthening the life cycle management of water environment governance PPP projects,effectively saving costs,and can also promote transparent and open governance.risk sharing.First,the theoretical basis of the application of PPP model is expounded,and the classification of PPP model,project operation procedures and related theories of water industry projects are sorted out;secondly,a comparative study of domestic and foreign water affairs development and PPP model is carried out,and the operation of PPP projects in water industry at home and abroad is summarized.management experience;thirdly,determine the risk factors of the water environment governance PPP project of Z City Water Affairs Group,establish the risk assessment index system,assessment scheme and hierarchical structure of the water environment governance PPP project of Z City Water Affairs Group,and determine the water environment risk assessment model;finally,put forward the response plan and safeguard measures for the risk of PPP project of water environment management of Z City Water Group,so as to provide experience for the comprehensive management of regional water environment.The research results show that Z City Water Affairs Group is committed to growing into a "regional first-class comprehensive water environment service provider".Through further analysis of the investment cases of Z City Water Affairs Group’s water environment governance PPP project,it can improve the business and technical capabilities and market potential of Z City Water Affairs Group.Provide suggestions for development capabilities and project management capabilities,so as to provide experience for comprehensive water environment management projects in Central China.
