The economic development of the world today is shifting from the development of material resources to the center of human resources development.Among the many modules of human resource management,performance management is the core content.However,how to construct an effective performance management system is a difficult point in the current human resources of enterprises.This is particularly prominent in state-owned enterprises.As a typical representative of China’s large and medium-sized design enterprises developed during the planned economy period,the L Design Institute,also as a high-tech talent-intensive enterprise,has brought resistance to the further development of the company due to the imperfect performance management system.This article takes L Design Institute performance management system as the research object,understands the current status of L Design Institute,the current status of organizational structure & human resources,and combines theoretical knowledge of performance management.Through literature research and questionnaire survey,the performance management status,main problems and causes of the Design Institute is analyzed.In response to these problems,this paper combines the actual situation of various departments and secondary company of the Design Institute,applies the performance management evaluation method-the key performance index method(KPI),and draws on some experience of domestic enterprise performance management,and completes optimization of KPI & performance management processes,which is corresponded to the strategic objectives of the Design Institute.Finally,this paper proposes safeguard measures for this optimization plan to ensure the smooth operation of the performance management system.
