The tobacco industry is a central enterprise directly controlled by the state,and the end is the system of rice bowls.In recent years,the state's tobacco control has been continuously strengthened,which has had a strong impact on the tobacco industry.The"four major challenges"and"four major problems"faced by the tobacco industry have become increasingly prominent.The "golden rice bowl" of the tobacco industry is no longer in the mouth.For the tobacco industry,efforts to accelerate development and improve corporate management capabilities,especially to improve the quality of management personnel is imminent.At present,the methods adopted by enterprises in the industry in terms of human resource management are relatively backward,especially the research and application of the competency qualities that have arisen in recent years at home and abroad.This is the entry point for this article.Based on the relevant theoretical research on competency quality,this paper attempts to identify the middle-level managers of SH company by taking SH tobacco company,a prefecture-level subsidiary of Henan Tobacco Company,as an example.The main problems in the selection process,the status of the middle-level cadres and the current problems,so as to summarize the analysis direction of the comprehensive indicators of the competence of the middle management of SH enterprises,lay the foundation for the construction of the middle-level leader's competency model.In the process of determining the competency quality indicators,literature research,event interviews,questionnaire surveys and other methods were used to analyze and demonstrate the general indicators of the middle-level cadres'competence and specific post-specific indicators.Finalized by responsibility awareness,professional knowledge,work experience,execution,communication skills,coordination,influence,engagement,service awareness,overall planning,pattern,quality of personality,learning ability,development strategy,solidarity and cooperation,innovation and change Comprehensive indicators of competency and quality,including 20 common indicators and a combination of specific indicators for each specific position,such as competitiveness,integrity,enterprising,and firm belief.Using t.he comprehensive indicators of the competency of the middle-level cadres of SH Tobacco Company,a specific evaluation plan and research system will be constructed,so as to realize the foundation of the ability assessment of the middle-level leaders of the enterprise to facilitate the rational optimization of human resource allocation.According to a series of surveys and research results,combined with the determined comprehensive competency index system,it is applied to five aspects:job competency assessment,job training,job performance management,company employee career planning and company talent strategy planning.
