Urban Planning Optimization Of Wenchuan County, Aba Prefecture Based On The Influence Of Water Resources

The reform and opening-up policy has been made for 40 years.Socio-economic development in China has made long-term progress during 40 years.The level of urbanization has also been significantly improved.As a necessary condition for our production and life,water has played a fundamental role in the development of social economy and the construction of urbanization.However,the problems of the exploitation and utilization of water resources have always existed in our country,such as unreasonable development,low water efficiency and inadequate pollution control.Additionally the water resources in China are also different in time and distributed unevenly in space.So it has caused the dilemma that the carrying capacity of water resources in many areas can't meet the scale of development of its towns at the present stage.Water resources in these areas have changed from a supporting role for development to a binding role for further development which formed the "threshold" effect.As a leading design for the development of the region,town planning for a place is not only a blueprint for a vision for the future but also a solution to the current situation.Especially in the less developed minority areas of the west,the pressure of multi-regional development such as the level of urbanization which needs to be improved in urgent need,the constraint that comes from three red lines of water resources management,the increase on the intensity of environmental protection and the increase on the resource demand at present.All mentioned above made the requirements of town planning gradually increase.Many academics have done a lot of research on the relationship between water resources and planning.And planners paid more and more attention to the influence that water resources make on planning.The planning of many cities that is in consideration of the factors of water resources has been changed from feasibility study that on the view of water resources during the late planning period to the presupposition on the water resources during the early planning period.In a word,the number of people,the output of production and the size of the land are all planned by the water which has become an indispensable planning principle in town planning.The Wenchuan County in Aba Prefecture is located in the upper reaches of Minjiang River.It is one of the main Qiang settlement areas in China.The socio-economic development is rapid and the level of urbanization has also been greatly improved.But problems also came up such as low level of comprehensive utilization of water resources,the prominent contradiction between supply and demand in dry season,serious degradation of Ecological function caused by soil and Water loss,the increasing number of sensitive zones leads to fragile ecological environment,the growing problems of urban and rural environment and degradation of Water Environment function caused by Water pollution.All these problems of water resources have restricted local socio-economic development seriously.Based on the influence of water resources,this paper optimized the urban planning of Wenchuan County,Aba Prefecture in order to solve the problem of regional water resources and regional socio-economic sustainable development.The main contents of this paper were divided into four parts.The first part of the paper expounded the significance,content and framework of the research,reviewed the research progress of water resources and planning and introduced overview of research areas.The second part of the paper introduced the basic theories that used for reference by the research in order to provide theoretical guidance for the follow-up analysis and optimization of town planning and also analyzed the interaction mechanism between water resources and urban planning from the aspects of macro-system level and micro-scale of social economy,industry and land in order to provide a feasible method and path for further research,analysis and planning optimization.The third part of the paper analyzed the influence of water resources and population,industry and land use in urban planning and the corresponding optimization measures are obtained through the threshold calculation of population size,the correlation analysis between industry and water use,the calculation of water use efficiency in industry,the quantitative analysis of land scale,structure and distribution.The forth part of the paper made the conclusion that the planning and optimization results of urban system and development orientation are obtained according to the planning optimization measures developed in the previous study.The scale of development after optimization of socio-economic planning was calculated according to the analysis of optimization principle and combining the planning index with society,economy and water resources.Rationality of town planning optimization is proved according to the requirement of the upper planning.
