The marine economy's primary growth mode is structure-led growth which,following optimization,transformation and upgrading of industry structure,has become the core mechanism for economic growth.This study analyzes ways of optimizing marine industry structures during the course of the shift of economic growth bracket,throes of economic structural adjustment and digestion period of stimulant policies earlier.This research has practical significance for promoting the growth of the marine economy.This study examines industry development processes and describes the marine economy's evolutionary process and key development stages from the perspective of industrial efficiency.It provides theoretical guidance for the development of China's marine economy by studying the factors influencing the transformation and upgrading of its traditionally robust marine industries.This is followed by an analysis of the effectiveness of China's marine policy directed at the process of change to industry structures using the GRA-DID model.Then,based on the theory of the innovative value chain,it analyzes the technologically and policy driven paths to transformation and upgrading of regional marine industries.Finally,policy suggestions are put forward for the transformation and upgrading of China's marine industries based on insights gained from international experience.The main content of the research covers a number of areas.Firstly,the objective of the study is defined.This identifies the need for the transformation and upgrading of China's traditionally robust marine industries.Two methodologies are used: literature review and timeline review.Separate calculations are made for each of the marine industries level of contribution.Finally,it carries out a comprehensive review of the policy documents and from the traditionally robust marine industries identifies five key industries that are in need of transformation and upgrading,namely fisheries,the salt industry,transportation,shipbuilding and oil and gas.The process of industrial transformation and upgrading is described.The development and evolution of the traditionally robust marine industries is reviewed,analyzed and summarized with respect to administrative bodies,policies for industry development,environmental and resource protection and technological development.In order to identify the regularity of evolutionary changes,the industries are examined over five distinct periods.By analyzing the relationship between the structures of these marine industries and their industrial efficiency,this study constructs an industry efficiency–industry structure feedback model.It screens the evaluation indices for industrial input and output efficiency on the basis of the marine industrial efficiency evaluations and according to the super-efficiency DEA model.At the comprehensive macro level and enterprise micro level,it calculates the changes in efficiency in the marine industries between 2001 and 2017.It analyzes the variation trends for the whole country's marine economic efficiency at the macro level,and each city's enterprise economic efficiency at the micro level.In combination with the evolution of the structure of the industries,the measurement results of marine industrial efficiency are analyzed.It describes the change path of industrial efficiency during the process of structural evolution.This study finds that over the last 20 years of development,the evolution of marine industry structures can be divided into three main stages,namely a period of extensive development,a period of structural adjustment,and a period of new growth drivers in the marine industries.As the structures of the industries evolve,the fluctuations in industrial efficiency during the different stages show significantly varied characteristics.This study clarifies the influencing factors.The factors affecting the aforesaid five key marine industries are determined on the basis of theoretical discussion,by carrying out a descriptive analysis of the current situation of transformation and upgrading in China's marine industries on a macro level,and then using the panel data from 11 of China's coastal provinces and cities between 1996 and 2015.The results show that technological innovation is the common influencing factor of the transformation and upgrading of marine industry,and there is industrial heterogeneity in the influence of policy factors on marine industry.This paper analyzes the mechanisms of action of factors influencing the transformation and upgrading of the traditionally robust marine industries.Starting from the specific characteristics of these factors' participation in the transformation and upgrading of marine industries,it sums up these factors' participation from the perspective of global value chains and the innovation value chain.The complexity of interactions between the main factors is analyzed.Under simplifying the basic assumption,this research uses the game theory model to analyze the ways these factors influence the transformation and upgrading of the key industries in technologically and policy driven paths.The results show that technological progress and marine industry policy can stimulate the transformation and upgrading of marine industry.As two ways of differentiation,they affect the transformation and upgrading of marine industry at three levels.The influence channel diversity of technological progress is stronger than that of policy incentives,while policy incentives are worse than technological progress in terms of duration and stability of equilibrium state.This study analyzes technologically driven paths,starting out from the theory of the innovation value chain and with the goal of increasing the capacity of China's marine industries to innovate while raising their global status.The DEA model is used and the rate of innovation for each region in the three stages of the knowledge innovation value chain evaluated.In light of the differences in rates of innovation,it analyzes some of the routes taken by the world's major marine nations to achieve the capacity to innovate.Development paths are analyzed for their applicability in different provinces through a comparative analysis of the structural properties of innovation efficiency in various coastal provinces of China combined with insights from the industrial transformation and upgrading of the world's major marine nations.The results show that the development experience of industrial upgrading of the world's major maritime countries can be matched with different provincial development paths from three dimensions.The transformation and upgrading of marine industry in each province should be combined with its own characteristics to choose the development mode.On the basis of the evolution of China's marine economy policies,this study separately reviews the main policies of China's comprehensive management of the marine economy during each period,focusing on the change of direction in marine industry policy set out in the 12 th Five-Year Plan.It clarifies the development of marine policy from the perspective of the marine industries' development history.In order to verify the effectiveness of the industrial policy,this paper uses data from various industries of China's marine economy between 2001 and 2017 and uses the GRA-DID analysis and estimation method to test empirically the impact of changes to the marine policy on the development of the structure of industries in the marine economy.The results show that the change of marine policy has a significant impact on the development of marine economic industrial structure.The Classified Governance of China's marine industrial is significance for industrial upgrading..Taking the transformation and upgrading of traditionally robust marine industries as its object of study,this paper describes this process with respect to influencing factors,industrial policies,and industrial innovation.It establishes the following three points of innovation:(1)Based on the overall development courses of the industries and the mixedregressive method,this research clarifies the main factors influencing the transformation and upgrading of traditionally robust marine industries.It verifies the commonalities and differences of these factors and clarifies the general and significant impacts of technological innovation factors.(2)In the hypothetical case,it establishes an analysis method for the paths to transformation and upgrading for traditionally robust marine industries in line with the theories of global value chains and the innovation value chain.(3)Based on the theories of global value chains and the innovation value chain,and in combination with analytical methods,such as GRA-DID and data envelopment analysis,it analyzes technologically and policy driven paths for the transformation and upgrading of marine industries.
