In recent years,state-owned communication service companies are facing intense competition from the domestic communication service industry,and encountering challenges in its business performance and core competence,due to lacking of distinct advantages in its primary business and poor development of innovative business.Communication service Company A,a separate legal entity subordinating to a state-owned communication service group with stronger comprehensive strength,are facing severe competition in the market development.Communication service Company A has a huge employment with over 5000 personnel,it's a typical labor-intensive company,and it encountered a series of problems which affect the company development,including limited development potential,no outstanding performance in its main business,no distinct core competency and the profit is not high,as well as decreased company attractiveness,lacking of inner impetus and problems of brain drain.Based on the above condition,this article aims to work out the problems of talents selection and training,promising the talent stability,as well as improving company competence by management improvements and product innovation.Taken Communication service Company A as a research body,this article adopts theories including company development strategy,competency model,motivation mechanism and corporate culture,and methods of documentation research,data analysis,interviews and questionnaire have been applied,to analyze core talents problems existing in Communication service Company A,and solutions regarding talent planning have been forwarded.This article analyses the development strategy and the current management of the company,and figures out the following causes: first of all,the company pays not enough attention to the core talent establishment,second,the company development strategy is not clear,and then the company lacks a scientific core talent planning system and the coordinating system to core talent building is poor.All the above mentioned problems leads to the condition of shortage in core talents and weak competence of current talents,the company lacks not only core management personnel who can fully understands the industry development trend,scientifically allocate the operating resources and accurately grasp the development opportunity,but also technical and business personnel who can seize the dominant business position in competing with other communication companies.This article carries out analysis on the supply and demand of core tales and finds the gap between them.Based on the above analysis,this article proposes the following solutions to work with the talent planning system,first of all,strengthen the awareness of company top management on the importance of core talent planning,second,build a complete core talents planning system,then work out to solve the gap problem between talent supply and demand,and improve the coordinating system,as well as build a system ensuring the execution of core talent planning in the long term.Talent training is a significant part of the company development strategy and important for company development in the long term.The research carried out in this article will promote Communication service Company A in transforming,innovating and continuous development,to realize the goal of pursuing to be a benchmarking company.What's more,the case in Communication service Company A could be taken as a reference for other communication service companies to probe into the core talent planning system following each company's specialty and to improve the quality and capability of its talent team.
