The talent resource is the first resource for the development of the enterprise,and the talent resources have the characteristics of non substitution and lasting contribution.It plays a very important role in promoting the economic development of enterprises.Human resources unique features led to international and domestic talent flow,which leads to the talent competition between enterprises,optimize the allocation of enterprise human resources development,achieve enterprise resource integration,information sharing,mutual recognition and development cooperation,but also the inevitable requirement of enterprise economic and social coordinated development.Sinopec Henan oilfield,human resources has its own unique,but there are also some constraints: simple talent shortage and the distribution is too dense,unreasonable personnel structure,personnel assessment methods and effect of using poor,the use of talents is not scientific,human resources planning,insufficient human resources,imperfect system,talent attraction and the bearing capacity is not strong,the integration of enterprise talent is difficult to form a competitive advantage in a short period of time.In view of the current situation and problems of talent resources in Sinopec Henan oil field,it puts forward some valuable and operable countermeasures for the development of talent resources.On the one hand to scientific planning,expand the channels,focusing on the implementation,both: according to the enterprise development strategy to advance the development of human resources planning and all-round establishment to meet the human resource plan,develop human resources reserve channels and detailed plan;on the other hand,perfecting the talent resources system,attract more talented people,both United University established enterprises think tank system,before use,give full play to improve the effective use of staff expertise,training system;on the other hand the implementation way of scientific talent evaluation is to build scientific evaluation method,a reasonable implementation of talent fair and equal competitive form,make professional evaluation to accurately determine the type of talent;on the other hand to establish a scientific incentive measures and strengthening the construction of enterprise culture is: to construct market incentive mechanism,and improvement of the professional and technical personnel Talent incentive policies,material incentives and spiritual incentives are combined to cultivate enterprise culture to enhance the attractiveness of talents.
