Operation Risk Assessment Of A PPP Rail Transit Project

As an important part of China's infrastructure construction,the rail transit project plays an indispensable role in realizing the Chinese dream.In the context of China's comprehensive and vigorous implementation of public-private partnership(PPP),social investors are also increasing their demand for this new model.In order to better planning and implementation of the PPP projects,implementation,and other parties mutually beneficial and win-win with the government,social investors gradually increase the control function of the PPP projects,enterprises in the research of risk assessment,attempt to seek more rich operation mode is also growing.Due to the PPP rail transit project operation cycle is long,in order to ensure project smoothly,which requires reliable operational risk assessment model for PPP rail transit project operation stage of the early stage of the risk assessment,through risk assessment project operation stage,combined with the concrete risk control measures are pertinently put forward improvement methods.This is not only to promote the development of national infrastructure,but also to the strategic development of enterprises.In the light of a PPP rail transit project,this paper makes an early demonstration and evaluation study on the risk of its operation stage.Based on the study and theory research,the article identifies 5operational risk categories,a total of 32 sets of risk factors,includesthe operation risk,cooperation risk,operation technology risk,business model risk and management risk.On this basis,combined with fuzzy evaluation,analytic hierarchy process(AHP),Delphi method and other methods,to determine the weight of indicators,establish a set of risk fuzzy evaluation metrics,and carry out pre risk evaluation for project operation stage.Finally,the risk control countermeasures are given for the main risk factors in the operation stage.Two points were mainly discussed in this paper:(1)from the perspective of social investors,identify the operation phase of a PPP rail transit project risk factors,partition analysis,and put forward the major risk factors control countermeasures.(2)the risk assessment model of a PPP rail transit project was constructed and the quantitative risk analysis was carried out in the early stage of project management.
