Because of its advantages,urban rail transit has become a new choice to solve urban traffic problems.It is highly praised in large and medium-sized cities in China and has become the backbone of urban public transport.However,as a public welfare construction project,rail transit is difficult to attract social capital to invest.It must be constructed by direct investment or subsidies from the government.This has brought great pressure to the government financial expenditure,and the traditional construction mode can not solve this problem.To this end,new models of construction and operation are being explored around the world to address funding and management issues.As a new construction mode,PPP management mode has obvious advantages in financing and management.It has gradually risen and been popularized rapidly.It has become a mainstream development mode to solve the shortage of funds for public facilities construction and relieve the financial pressure of the government.For the construction of Lanzhou urban rail transit,the shortage of funds,operation experience and management experience are all problems that need to be solved urgently.The PPP management model provides a way to solve these problems,which can reduce the pressure of government investment,improve the operation and management ability,and practically promote the development of Lanzhou rail transit.Aiming at the problems of rail transit construction in Lanzhou City,this paper combines the advantages of PPP cooperation mode of rail transit,and explores the application of PPP mode in rail transit construction in Lanzhou City,studies the necessity and feasibility of applying PPP management mode in rail transit construction in Lanzhou City,and carries out risk assessment and distribution.In the analysis of necessity and feasibility,this paper points out the shortcomings of the current mode of Lanzhou rail transit construction and the problems it faces,demonstrates the feasibility of implementing the PPP mode of Lanzhou rail transit from the aspects of policy support,pilot development,economic environment and case guidance,and considers that the construction of Lanzhou rail transit should implement the PPP mode.It is necessary and feasible.Subsequently,the project risk is evaluated,and the project risk is identified by SWOT method and Delphi method,and the risk index system is determined.The subjective and objective comprehensive weight of the risk index is obtained by combining the improved entropy weight method with the index weight determined by the analytic hierarchy process.Sequencing results show that operational risk,construction risk and economic risk have great impact on project implementation.On this basis,the grey fuzzy theory is used for comprehensive risk assessment,and the project risk grade is "medium to large".Finally,the project risk is allocated.Firstly,the risk is classified according to the shared risk and the non-shared risk by using the game model as the macroscopic basis for risk allocation.Then the bargaining game model is used to determine the risk sharing share and formulate the risk allocation plan.The purpose of this paper is to solve the capital problem of rail transit project construction in Lanzhou,make up for the shortage of operation experience and management experience,so as to break the situation of government investment subsidies and operating losses,and provide some help for rail transit construction in Lanzhou and other cities.
