Risk Factor Analysis Of Urban Rail Transit Project Based On PPP Mode

The PPP(Public- Private-Partnership) model refers to a kind of cooperation pattern between the government and the private sector. Under a reasonable and effective PPP mode, based on a series of arrangement between the government departments and the private sector, to build an equal partnership of cooperation, to the principle of risk-sharing, benefit sharing in a relatively long and stable cooperation period, giving full play to the advantages of public and private resources on both sides, in a more economic and efficient way to accomplish a specific infrastructure or manufacture and supply of public services. At present, Public- Private-Partnership(PPP) model becomes the important direction of China's infrastructure investment and financing reform, but under the influence of risk factors, the local government in the process of actual construction operations of the PPP projects, met many problems. Therefore, the analysis of the project risk factors is still a problem worthy to be discussed.Using urban rail transit project as the research object, comprehensively analyzes the type of PPP project and characteristic attribute of urban rail transit, on the basis of the recognition of the PPP project risk factors in urban rail transit, and risk source of the natural risk, political risk, economic risk, technology risk, management risk and other risks, son of specific factors analysis, get the list of 24 risk factors; Secondly, this paper introduces the PPP project risk analysis method, and uses analytic hierarchy process to evaluate the PPP project risk factors in urban rail transit and the analysis compares the influence degree of the key factors; Finally, on the basis of risk control ability and risk sharing will principle, putting forward the framework of project risk sharing and sharing advice, so as to help our country in the understanding of the PPP project risk factors assessment and sharing structures.Full text is divided into five parts: in the introduction part, mainly discusses the research background and significance, domestic and foreign research situation, theoretical basis, research ideas and methods, research contents and technical route; In the second part of the article, mainly discuss about the PPP in urban rail transit project risk from the paper; The third part of the article, is empirical analysis about urban rail transit part ‘s risk factors, mainly using analytic hierarchy process; The fourth part is about the principles and methods of project risk sharing, and give some suggestions; The last part is the conclusions and prospects, mainly summarizes conclusion of the article, the lack of research and prospects.
