On June 12,2010,the "Guiding Opinions on Accelerating the Development of Public Rental Housing" formulated jointly by the 7 ministries and commissions such as the Ministry of Housing and Urban-Rural Development was officially released.The guidance document specifically aimed at solving the "sandwich class" housing problem means that public rental housing Officially incorporated into China's housing security system.On the 30 th of August of the same year,W city released the Measures for the Administration of Public Rental Housing in city W.Since then,public rental housing has become the main content of the housing security system in W city alongside affordable housing and affordable housing.Since the implementation of the public rental system in W city,construction has been unprecedentedly accomplished with a view to achieving the goal of ensuring that all people in the low-income housing families in the city have accommodation.As of the end of December 2016,a total of more than 54,000 sets of public rental housing were raised in W city.However,due to the imperfect public rental system,some problems have arisen in the construction,management and distribution.Mainly reflected in: the definition of the object is not clear,some "sandwich layer" is difficult to really live on public rental;application process is relatively cumbersome;rent price is set too high;site selection,matching and other aspects is not enoughconvenient.As a result,some public rental houses are left unoccupied,causing housing resources,land resources and wasted financial resources.This article takes "the study of the vacancy of public rental housing and its countermeasures" as the research topic,focuses its research perspective on the rapid development of W city since the public rental system was born,follows the unification of history and logic,reviews the construction and development of the public rental system in W city History,analyze the vacancy status of public rental housing in W city,draw lessons from the experience of the public at home and abroad in the exploration of the vacancy of public rental housing,and explore the countermeasures and suggestions for vacancy of public rental housing in W city.The thesis is divided into six parts.Firstly,it discusses the background and significance of the research on vacant public rental housing in W city,as well as the research status quo of vacant public rental housing at home and abroad.Secondly,it defines the related concepts such as public rental housing and vacant housing.And introduced the theoretical basis of this article;thirdly,studied the development process of W city public rental housing system and vacancy situation,through the establishment of the public rental housing system in W city background,significance,operation mechanism and system after the implementation of the general situation.Combined with the past years of construction and allocation of quantity,analysis of the current vacancy situation in W city public rental housing,and the overall evaluation of the vacancy situation;then,combined with the public rental housing vacancy related data and questionnaire survey,Through theoretical analysis and practical analysis,this paper probes into the reasons for the vacancy of public rental housing in W city,and then compares the experience and practice of the development of advanced public rental housing at home and abroad to sum up the key to solve the problem of vacant public rental housing.Finally,according to the national strategic deployment,the government laws and regulations and the existing housing security scope and construction scale in W city,the countermeasures and suggestions to solve the problem of vacant public housing are put forward.In order toprovide a reference for the construction and management of public rental housing in W city,the good policy can be put into practice.All in all,this study suggests that to solve the problem of vacant public rental housing,we not only need to reduce the access conditions to expand the scope of protection,but also pay attention to the location of public rental housing and the surrounding facilities and convenience,and strengthen the public housing quality checks and follow-up operation and maintenance.In the long run,we should establish a scientific decision-making mechanism and future development direction,fundamentally rationalize the relationship between housing and security targets,and promote the healthy development of public rental housing,and ultimately to achieve the purpose of housing for all difficult families.
