Industrial agglomeration as an important economic development model, its relationship with environmental pollution has become the focus of many areas of economics. It is of great theoretical and practical significance to study the environmental impacts of manufacturing agglomeration in China. This paper chooses the data of China's manufacturing industry and 21 subdivided industries from 2004 to 2015 and calculates industrial agglomeration level with location quotient.Based on the IPAT model,we introduce industrial agglomeration variables from the perspective of technology,to analyze the relationship between agglomeration and environmental pollution.Panel regression analysis gives the following conclusions:(1)There is a big difference in the manufacturing agglomeration in China. In general, the agglomeration in the eastern region is high and rising, while the western region is low and tends to decline.(2)The agglomeration of 21 manufacturing sub-sectors is quite different. The average agglomeration of tobacco manufacturing is the highest. To the opposite, computer, communications and other electronic equipment manufacturing industry is the lowest.(3)The relationship between manufacturing agglomeration and environmental pollution is inverted "N" curve.Environmental pollution in most areas becomes worse with the increase of manufacturing agglomeration.(4)The environmental effects of the subdivision industry are in the form of inverted "N" type,"N" type, inverted "U" type and "U" type. The agglomeration of different regions has different effects on environmental pollution.Based on the above conclusions, this paper argues that the manufacturing industry in different regions should adopt differentiated agglomeration development strategy. The relationship between agglomeration and environmental pollution should be made full use to achieve the goal of green development, and promote the harmonious development of economy and environment. The main contribution of this paper lies in the following three points.First, introduce industrial agglomeration variables based on the IPAT equation, after theoretically demonstrating that China's manufacturing agglomeration has an inflection point on the impact of environmental pollution.Second, analyze the environmental impact of manufacturing agglomeration in China from qualitative and quantitative perspectives. Then calculate the inflection point based on the panel regression to clarify the threshold value.Third, empirical studies are carried out from the perspective of manufacturing industry as a whole and subdivisions of industries respectively, taking full account of the differences among different industries in different areas. The results obtained are more in line with the objective reality and the suggestions made are more reliable.
