China's incubator has experienced three decades of development,starting from the first technology business incubator which was born in Wuhan in 1987 to 7,533 innovation and entrepreneurship vehicles in China by 2017,the number of which has ranked number one in the world.However,the development of the incubator faces unprecedented development opportunities and challenges in the context of the upgraded "Innovation and Entrepreneurship" that is proposed in the 2018 government report.Over the past 30 years,the development of Chinese incubators has experienced ups and downs.From government-led incubators to university-based self-sufficient and self-sustained science and technology centers,further to private investors-established business incubators,it has gradually turned to marketization,while the government has gradually changed from direct participation to purchasing services.As a result,how to survive better and how to make use of its self-sufficient function to achieve survival and even profit are the severe challenges faced by many commercial incubators.Being a service organization,the incubator focuses on the incubation service for entrepreneurs who participate in its incubation programs.This paper is taking Z incubator as an example to study about incubator service system.It was established in 2006,from the beginning of co-operating with the government to manage Henan provincial start-up business park for students returned to China after finishing overseas study,until 2016 when the government quit to build its own incubator brand independently.It is an incubator adopting asset operation mode,striving to create a one-stop business incubation platform with mentor and resource,to help more entrepreneurs start businesses successfully.This paper analyzes the incubation service demand for the incubator from the perspectives of enterprises,incubators and governments with reference to the incubator service system as well as the development status of Zhengzhou Z incubator.It also examines the problems encounters in the development of Z incubator from the perspectives of human resources,finance,capital and management mechanism and optimizes the existing incubation service system on the basis of in-depth analysis of the development status of Z incubator in conjunction with relevant theories.Furthermore,the framework,process,method,content and management mechanism of the service system are reorganized.Last but not least,this paper discusses the profit model of the incubator and proposes a solution to make Z incubator profitable by professionalizing and specializing in incubation services.
