Analysis And Countermeasure Of Agricultural Extension System Construction In Heihe

Agriculture is the primary industry of our national economy.In the Central Committee's "No.1 Document" of 2018,"Opinions of the State Council of the CPC Central Committee on the Implementation of the Strategy of Rural Revitalization",it is pointed out that rural revitalization and industrial prosperity are the key points.Integrating science and technology into rural development,promoting agricultural innovation and increasing farmers' income are important guarantees to realize the strategy of rural revitalization.In the past 40 years since reform and opening up,science and technology have played an important role in promoting the rapid development of agriculture.In 2017,China's contribution rate of agricultural science and technology reached 57.5%,three percentage points higher than five years ago.However,the gap between China's contribution rate of agricultural science and technology and that of the developed countries such as Britain,France and Germany is still obvious,so there is still a big room for China's contribution rate of agricultural science and technology to rise.Specifically,Heihe is rich in agricultural resources,is a national commodity grain base,geographical location and environmental resources are conducive to agricultural development,but the existing Heihe agricultural extension system is inefficient,resulting in technical popularization difficulties,has become a hindrance to the progress of Heihe agricultural science and technology bottleneck.Therefore,the establishment and improvement of an agricultural extension system to adapt to the development of the new era is particularly necessary for the agricultural development of Heihe.This paper takes Heihe agricultural technology extension system as the research object.Literature research method,investigation method and comparative analysis method are used.Firstly,through the study of the relevant literature of agricultural extension system at home and abroad,grasp the development status of agricultural extension system at home and abroad and the current research hotspots,determine the direction of this study on Heihe agricultural extension system.Secondly,through the use of field visits,individual interviews,questionnaires and other forms of Heihe City agricultural extension system to conduct a comprehensive survey of the current development,grasp the basic situation of the object of study.Thirdly,drawing on the successful experience of the operation mode of agricultural extension system of developed countries in the world and some excellent agricultural extension models in China,and comparing and analyzing the Heihe agricultural extension system with it,we can find out the difficulties and problems existing in the current Heihe agricultural extension system,and seek ways and means to overcome the difficulties and solve the problems.In this paper,the general situation of the organization,the composition of personnel,the source of funds and the use of Heihe Agricultural Extension System are analyzed.The main agricultural extension modes and individual innovative extension modes in Heihe are summarized.This paper analyzes the factors influencing the effect of Heihe agricultural technology popularization by analyzing the channels for local farmers to accept technology popularization and the obstacles to adopting new technology.The problems existing in Heihe agricultural extension system include: the construction of extension team needs to be improved,the function status of extension organization is weak,the lack of centralized and unified leadership,the imperfect examination and incentive mechanism,the imbalance between technology supply and peasant demand,the low scientific and technological literacy of peasants,the difficulty of financial guarantee and so on.In view of the problems existing in the agricultural extension system in Heihe,we put forward the direction of developing diversified agricultural extension service modes,establishing centralized and unified leadership,giving full play to the leading role of advanced rural youth,and building "Internet +" agricultural technology extension platform.At the policy level,some suggestions are put forward to improve and optimize the Heihe agricultural extension system,such as building a strong extension team,optimizing the management system of extension agencies,strengthening financial security,and increasing farmers' enthusiasm to participate in extension.
