Since the promulgation of the Regulations on the Collection and Compensation of Housing on State-owned Land(hereinafter referred to as the "Regulations")on January 21,2011,it has been practiced for six years,and has been practiced in terms of legislative concept,standardization,compensation system and compensation procedure You can see the "regulations" of the substantive progress.However,at present,the compensation standard for each city is different,and even the compensation standard for each district in the same city is not standardized.This is a challenge to promote the collection and compensation work and realize the fair compensation and the use of financial funds.At present,the cost of housing levy compensation categories can be summarized as "3+2 model",The "3" are:(1)The compensation for the value of the levied housing;(2)Relocation compensation and temporary resettlement compensation;(3)The loss compensation of suspending production;The "2" are :Imposition and collection incentive grants.It can be said that the cost of housing collection include compensation,subsidies,incentives and other content,which makes it possible to establish and improve the reasonable cost of urban housing levy standards is even more important.Understanding the status quo of the compensation standard of each region which can provide reference and reference for the subsequent collection and compensation work.In this study,throughing the collection of 43 cities in the questionnaires and conducting field surveys of four cities in Wuhan,Guangzhou,Nanjing and Yichang.We sort out and summarize the questionnaire and research information.This paper summarizes the research points that need to be analyzed urgently in the management of housing levy cost,and further explores the theoretical level of housing levying cost,and makes a detailed analysis with the case of Wuhan City housing collection compensation standard.The overall objective of this study is to investigate the current characteristics and laws of urban housing levies in different research areas through questionnaires and field research,to find out the differences in the cost of levying between cities,and to analyze the problems in the cost of housing levying,and clarify the relationship between compensation and compensation,subsidies,incentives and other factors and the cost of collection,In order to construct a framework with a strong persuasive and wide applicability of reference housing,which provides a reference for the standard of levy cost.It ihas theoretical value and practical significance to study the cost of housing levy,to clarify the government's code of conduct,to scientifically and reasonably formulate compensation standards,to realize fair compensation to the expropriated person and to ensure the fair use of financial funds.
