Research On The Development And Improvement Of The Cooperative Management Of Rural Land

In recent years,the state has promulgated policies related to encouraging the construction of new agricultural production and operation system,so as to promote the transformation of agricultural production mode and the development of agricultural modernization.Land share cooperative operation is an important part of the new agricultural production and operation system in China.It protects land rights and interests of farmers while promoting land circulation and scale management.The nineteenth National Congress of the Communist Party of China clearly stated that we should actively implement and implement the strategy of rural revitalization,which marks the renewal of the urban-rural integration mechanism.Therefore,it is an important problem to explore the cooperative operation of the rural land and coordinate the common development of the urban and rural economy.This study takes Chongzhou city as an example,according to the new policy situation,clarify the current situation of the Chongzhou city land stock cooperation management and the existing problems,the gained in the implementation of the system of land stock cooperation in the achievements and problems were summarized,based on absorbing the successful experience on the further optimization method of land stock cooperation management.The main conclusions are as follows:(1)the gap between urban and rural areas has been shrinking and coordinated development.Meanwhile,the government has clearly stated that it is necessary to build a new resource sharing relationship between urban and rural areas,and promote the complementary and coordinated development of urban and rural advantages.In the process of promoting the economic development of urban and rural areas,the flow of land property is bound to be affected.To further standardize the land flow,to ensure the rights and interests of farmers are not suffer any adverse effects,the Chinese government put forward the right to the contracted management of land ownership mechanism,allowing farmers to land operation right to quantify equity in the case would not leave the land lost and contracted land property rights.(2)by building the three party game model,we can see that the participants in the land joint stock cooperative business tend to choose their own favorable behavior patterns and institutional arrangements.For the government,the government is crucial attitude and behavior,should crack down on corruption and improper rent-seeking behavior,we should regulate land ownership system,which is a clear system for land ownership and use rights,contract rights,and establish reasonable procedures for the confirmation of the details.As the key component of the land share cooperation system,the land share cooperative management organization should standardize its own behavior and establish the relevant system.Farmers as the main beneficiaries of land share cooperation system,should learn the relevant laws,protect their legitimate rights and interests,to assume the responsibility of supervision,for the government or land stock cooperation management organization to damage their own interests,to know how to protect their legitimate rights and interests,and the courage to expose and protect their own interests.(3)for the first time,we use entropy method to compare and analyze the comprehensive performance of Chongzhou land joint stock cooperative organization and non joint stock business organization in the same year,so as to objectively and accurately grasp the advantages and disadvantages of the system in practice.First of all,in the past,the land fragmentation management mode of individual farmers limited the optimal allocation of agricultural production factors,and the net income of farmland management was low,and the utilization rate of agricultural land was low.Chongzhou city is now in the city to promote the land stock cooperation management background,through the land transfer of the farmland into each together,enjoy the land contract and management rights of farmers,clear land property rights,land use rate increased,the per capita to expand business scale,realize scale economy.Secondly,in addition to make an important contribution to the economic performance,farmland stock cooperation management in promoting social harmony,enhance their sense of well-being,living standards have also played a major role.Again,with the level of economic development,Chongzhou has stronger vitality,in the implementation of farmland stock cooperation management in the process of attracting more foreign capital investment in the construction of the Chongzhou city infrastructure construction level significantly enhance public service capacity and infrastructure capacity to move forward.(4)according to the result of game analysis and the result of performance evaluation,we sum up the deficiencies of the system in Chongzhou land joint stock cooperative operation,and put forward the corresponding countermeasures.To further improve the contract three rights separation system,enhance the liquidity and property right of management,the implementation of land scale management incentives,improve the contractual management right transfer system,and perfect the system of farmers shares divestment.While standardizing the management mechanism of land circulation,we should pay attention to the risk aversion of agricultural development and the establishment of an innovative mechanism for the cooperative operation of agricultural land.And the formation of employment guarantee mechanism to promote the urbanization of farmers.The formation of long-term employment guarantee mechanism will help to improve the income of farmers and ensure the stability after the reform.
