Study On The Commercial Registration System Reform In Rizhao City

The commercial registration system is an important part of China's social economic system.It is the first threshold for commercial entities to enter the market,and is also an important means for the state to monitor and regulate the market.With the continuous deepening of China's reform and opening up,the original commercial registration system has not adapted to the new normal economic development.In this context,the reform of the commercial registration system is listed in the reform agenda,and the reform of the commercial registration system is imperative.After the pilot areas that were firstly carried out in some cities in Guangdong Province and achieved remarkable results and successful experiences,the curtain for the reform of the commercial registration system has gradually opened up everywhere.Nationwide,the reform of the commercial registration system has been fully started since March 1,2014.The reform has gone through more than four years.There is no doubt that the reform of the new commercial registration system has played an active role in promoting the development of market entities,stimulating market vitality,promoting entrepreneurship and innovation.The policy was fully implemented and the reform dividend was released.At the same time,some unavoidable problems have emerged in the reforms,such as the reform of the commercial system and the reform of the departmental functions are not synchronized,the asymmetric information of the supervisory departments of commercial entities,and the inadequacy of middle-term and post regulation.Based on the combing of relevant literature,this paper identifies the research object as the reform of the commercial system in Rizhao City,Shandong Province,and adopts combination of literature research method,qualitative analysis and quantitative analysis method,comparative analysis method,etc.The paper introduces the measures and achievements made in the reform of the commercial system in Rizhao City,sorts out some problems that emerged in the reform process in Rizhao City,and conducts targeted analysis of the causes of these problems.Comparing with the problems existing in the reform process inRizhao City,the author combines the advanced experiences of foreign and other cities in China,comprehensively uses the market access system theory and the new public service theory,and puts forward some suggestions,such as focusing on departmental linkages,accelerating full electronic registration,and optimizing the allocation of regulatory resources,etc.Under the background of transforming the government's functions and promoting the reform of “delegate power,improve regulation,optimize services ”,the research in this paper has certain theoretical and practical significance to the reform of the commercial registration system in Rizhao City.
