Research On The Reform Of Commercial Registration System In Hainan Province And Its Countermeasures

The purpose of the establishment of the commercial registration system is to create a fair and equitable market economy environment,so that the commercial subjects can carry out fair competition in a good and orderly market environment,and the entire social market economy is in a virtuous circle.In 2012,Shenzhen,Zhuhai and other regions of Guangdong Province were pilot cities for the reform of the National commercial registration system.The reform of the National commercial registration system has already sounded.In 2013,the State Council formally included the reform of the National commercial registration system in the "State Council Institutional Reform and Functional Transformation Plan." The reform of the National commercial registration system began.Since the reform five years ago,the reform of the registration legislation,the unification of the registration model and the electronic form of registration have led to a general improvement in the efficiency of commercial registration throughout the country.The public,the media and foreign capital have all benefited greatly from the reform of the commercial registration system.Social evaluation is rising year by year.During this period,a large number of active innovative cities such as Shenzhen and Shanghai emerged,providing valuable advanced experience for deepening reform in other parts of the country.In the course of reform,the number of market entities in Hainan Province has been greatly improved,the industrial structure has been significantly optimized,and the work style and supervision methods of the registration agencies have also made a qualitative leap forward.However,compared with many parts of the country,the reform process in Hainan Province is still relatively slow.The popularity of electronic registration is small,the usage rate is low,the number of market entities is imaginary and the quality is not excellent,formal review is not implemented,the information between the registration authorities and the market entities is asymmetric,and the linkage mechanism is lacking between the registration and supervision departments.Based on the background and objective of the reform of the commercial registration system in China,this paper looks at the research results of domestic and foreign governments and scholars,and combines its own experience in the Hainan enterprise registration institution,and summarizes the achievements and problems in the actual reform of Hainan province.Learning and comparing the reform measures of other cities in China,this paper puts forward some ideas and countermeasures for the next reform of Hainan commercial registration system,hoping to contribute to the deepening of Hainan commercial registration system reform and the optimization of market environment.
