Research On The Reform Of Commercial Registration In The J District Of Shanghai

The commercial registration system is an important institutional arrangement to deal with the relationship between government and market.To promote the reform of the commercial registration system plays an important role in arousing the enthusiasm of enterprises,stimulating market vitality and improving government supervision.In this paper,Smith policy implementation model,from the relevant policy,executive agencies,target groups,policy environment four dimensions of Shanghai District J commercial registration system reformed implementation of the research framework,analyzed the reform of the commercial registration system in Shanghai J District,the present situation of its implementation,the plight of the implementation,the causes of the plight and the governance of the plight.Research found that account for these reasons as the lack of soundness of the relevant laws and regulations,the strong change in the inertia of the government’s control functions,the obstruction of local conflicts of interests to reform and the shackles of traditional ideas on development,the establishment of the policy evaluation index was not reasonable,the supporting measures had not yet been fully implemented,and the policy lacked the basis of laws and regulations in the process of policy implementation.There was a game of interest between the upper and lower levels of the policy executive agents.The quality of the executive body was still lacking.The communication and coordination between the executive agents were not smooth.The enforcement object’s legal accomplishment and moral quality should be improved.There was a game between the executing object and the executing body.The social credit system has not been perfect,and the publicity of enterprise credit information lacks credibility and authority.On this basis,this paper puts forward the governance path of the implementation of the commercial registration system reform in J District of Shanghai city from four angles: policy program,executive body,policy environment and target group.Finally,according to relevant policy options,the executing agency,target groups and policy environment,this paper put forward the governance path,with a view to contribute J District ’s commercial registration system reform in sustainable,healthy development,and to provide experience to the commercial registration system reforming China’s development.
